Village of Arthur Board of Trustees met Nov. 6.

Here are the minutes provided by the board:

A regular meeting of the Board of Trustees of the Village of Arthur, Illinois, was held on Monday, November 6, 2023, in the Village Board Room. Village President Rod Randall called the meeting to order at 7:00pm. Roll call was answered by Matt Bernius, Mike Hilgenberg, Isai Gutierrez, Jim Fleming, Dave Tiffan, and Christy Miller.

Pledge of Allegiance

President Randall asked D. Tiffan to lead the Pledge of Allegiance.

Public Comment

There were no visitors present.

Approval of Minutes

C. Miller made a motion to approve the October 16, 2023 Board of Trustees Regular Meeting Minutes. I. Gutierrez seconded. All Trustees voted YEA.

Approval of Expenditures

M. Hilgenberg made a motion to approve expenditures in the amount of $79,227.17. J. Fleming seconded. All Trustees voted YEA.

Village President Comments and Announcements

President Randall reminded the Board about two ribbon cutting events. One for Conxxus Fiber Internet will be held on November 8, 2023, and Consolidated Fiber Internet will have one on November 15, 2023.

Trustees' Reports

No reports were given.

Chief of Police Report

Police Chief Goodman provided monthly reports from the Police Department, Chief Goodman reported on the meetings he attended to help update the Douglas County Hazard Mitigation Plan.

Public Works Supervisor's Report

Grant Corum provided reports from the Public Works Department. He noted that the installation of fiber is moving at a rapid pace.

Village Attorney Report

Kenny Crossman noted that the levy will be presented at next month's meeting.

New Business

1. M. Hilgenberg made a motion to approve the Annual Auditor's Report. C. Miller seconded.

All Trustees voted YEA.

2. A TIF façade grant request was presented. The request by Taylor-Fritz Properties was for the building at 214 South Vine Street, Arthur, IL in the amount of $5,403.00. M. Bernius made a motion to table the request until additional information could be gathered. M. Hilgenberg seconded. All Trustees voted YEA.

3. M. Bernius made a motion to approve a Memorial Street Sign request for Walter Max Fabert. M. Hilgenberg seconded. All Trustees voted YEA.

4. President Randall provided a quote from Buds of Hope for decorating the Welcome Center and Gazebo with Christmas greens. M. Bernius made a motion to approve the bid in the amount of $314.24 for the Welcome Center and $192.54 for the Gazebo. J. Fleming seconded. All Trustees voted YEA.

5. Chief Goodman reported that the high school crossing guard needs to be on duty earlier due to an additional school dismissal. M. Bernius made a motion to approve an increase in the high school crossing guard's compensation from $345.00 to $420.00 bi-weekly ($14.00 per hour) and to make the increase retroactive to September 1, 2023. C. Miller seconded. All Trustees voted YEA.

6. Grant Corum reported that an International dump truck and a patching machine are no longer being used by the Public Works department. J. Fleming made a motion to approve Ordinance 11-06A-2023: An Ordinance Declaring Certain items of Personal Property from the Street and Alley Department as Excess and allowing the Public Works Supervisor to dispose of the same with or without notice. C. Miller seconded. All Trustees voted YEA.

7. Grant Corum reported on an interview he had with Albert Wheelock and gave a summary of his work experience. C. Miller made a motion to hire Albert Wheelock Jr. to fill the vacant full-time position at the Public Works Department at a rate of $18.50 per hour. I. Gutierrez seconded. All Trustees voted YEA.

General Discussion

A Village employee Christmas dinner was discussed.

Adjourn

C. Miller made a motion to adjourn. M. Hilgenberg seconded. All Trustees voted YEA. President Randall adjourned the meeting at 7:52 pm.
