3.1 Sergeant and Lieutenant Promotion - Police Chief McFarland

Police Chief McFarland presented the newly promoted Sergeant Scott Volpi and Lieutenant Aaron Lange to the Council.

4. ORDINANCES/RESOLUTIONS - ACTION ITEMS

4.1 Resolution No. 122-2023, A Resolution Authorizing the Execution of a License Agreement (Rusty Reel Events, LLC) - City Administrator Miller

City Administrator Miller stated this resolution leases the City's property located at Fayette Avenue and Willow Street for parking during the Rusty Reel Events Music Festival October 12- 14, 2023.

Motion to adopt by Commissioner Gillenwater, second by Commissioner Stephens Final Resolution: Motion Carried. 5-0

6. DISCUSSION

6.1 Ordinance No. 074-2023, An Ordinance Authorizing Execution of Lease Agreement (Animal Control Shelter) - City Administrator Miller

City Administrator Miller stated this resolution renews the Animal Shelter facility lease with the County of Effingham for an additional ten years from 2023-2033.

There were no objections to bring this item back to a future City Council Meeting.

6.2 Resolution No. 121-2023, A Resolution Authorizing Participation in a Supplemental Life and Accidental Death & Dismemberment Insurance Program - Deputy City Administrator Presley

Deputy City Administrator Presley stated this resolution authorizes the City to offer supplemental, employee-paid life and accidental death and dismemberment insurance to the City's employees and dependents at no cost to the City.

There were no objections to bring this item back to a future City Council Meeting.

6.3 Resolution No. 123-2023, Resolution Authorizing Execution of an Intergovernmental Agreement with the Effingham County Emergency Telephone System Board - City Administrator Miller

City Administrator Miller stated this resolution authorizes an intergovernmental agreement with the Effingham County Emergency Telephone System Board for emergency services reimbursements to the City and County.

There were no objections to bring this item back to a future City Council Meeting.

6.4 Resolution No. 124-2023, A Resolution Authorizing Execution of an Intergovernmental Agreement Between the County of Effingham and the City of Effingham - Public Works Director Heuerman

Public Works Director Heuerman stated this resolution authorizes the execution of an Intergovernmental Agreement between the County of Effingham and the City of Effingham for the Airport Road Extension Project and Thies Avenue Extension Project.

There were no objections to bring this item back to a future City Council Meeting.

6.5 Resolution No. 125-2023, A Resolution Authorizing the Acceptance of Proposal from Vandevanter Engineering for Replacement Pump at Rollin Hills Lift Station - Public Works Director Heuerman

Public Works Director Heuerman stated this resolution authorizes the purchase of a replacement pump for the Rollin Hills Lift Station from Vandevanter Engineering for the sum of $38,886.11, plus freight.

There were no objections to bring this item back to a future City Council Meeting.

6.6 Evergreen Ave. and Willenborg St. Reconstruction - Change Order No. 1 - City Engineer Thoele

Public Works Director Heuerman stated Change Order No. 1 in the total amount of $50,000 is recommended for the addition of a 48" culvert under Evergreen Ave.

There were no objections to bring this item back to a future City Council Meeting. 6.7 Bid Letting - Public Works Director Heuerman

Public Works Director Heuerman announced bids for the Water Treatment Plant Overhead Door Project will be accepted on October 10, 2023, at 10:00 a.m.
