Village of Noble Village Board met Sept. 25.

Here are the minutes provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Paul Summers, Gary Ulm, Janet Pflaum, Carol O’Dell and Ashley Pipher. Remote: Carl Klingler. Guest Bill Manuel.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Carol O’Dell to approve September 11, 2023, minutes. Seconded by Ashley Pipher. All voting Aye.

The Village will be flushing hydrants on Oct 4 & 5.

Village Hall will be closed on Monday, Oct 9 for Columbus Day.

The next Board meeting will be held on Tuesday, Oct 10 due to Columbus Day.

The Noble Lions Club will be holding a Halloween cakewalk 6:30pm; parade 7pm on Friday, Oct 27 in Noble Park. Trick or treat night in Noble will be held on Saturday, Oct 28 6-8p.m.

A Personnel Committee meeting was scheduled for October 3, 2023, at 6:30p.m. to discuss employee yearly pay raises.

A second resident contacted Mayor Kessler regarding the traffic driving too fast down the alley behind Cardinal Mound. The cost of signs and placing speed bumps will be checked into. This matter will be placed on the next agenda. Also, Mayor Kessler will ask the County to watch the area.

The nuisance property at 144 W. North Ave. is scheduled for another court hearing tomorrow. The village attorney had recommendations to not dismiss the ticket, request the residents to continue with cleanup (specifically the porch and weeds in back) and extend court date to October 24, 2023.

A place for the village Christmas party was discussed and further locations will be checked into.

Mayor Kessler informed the Board that the floor and plumbing were done for the park restroom building. Trustee Ulm mentioned security, possibly a camera system to be placed in the park. Mayor Kessler will check with Mike Bridges and other towns.

Village employee Bill Manuel informed the Board that he had mowed the right of way in front of 136 W. Locust St. and 252 W. Cherry St.

Motion made by Ashley Pipher to approve the Interfund transfer of $40,000.00 from the General fund to the Water fund. Seconded by Carol O’Dell. Roll Call Vote Taken, All voting Aye.

The village attorney sent an email regarding his recommendations for 136 W. Locust St. He said if it is still not mowed, suggested sending a formal Notice as to that violation. If no response, suggested issuing a ticket. Also, if there is a provision in the village Code under which not paying the utility bill might also be an Ordinance violation. If so, the village could combine a Notice to that effect. If Village mows a lien could be filed on it. The Village Board agreed with the village attorney’s recommendation and if no response have village employees mow the property.

Mayor Kessler mentioned a phone conference is scheduled on October 4 with EPA, Mike Bridges and Jeff Vaughan regarding the violation.

Motion made by Ashley Pipher to pay bills. Seconded by Carol O’Dell. All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:27 p.m. Seconded by Ashley Pipher. All voting Aye.

The meeting adjourned until October 10, 2023, at 7:00 p.m. at the Noble Village Hall.
