City of Martinsville City Council met Sept. 13.

Council Attendance: Mayor Herman Davidson, Treasurer Terri Connelly, City Attorney Richard Bernardoni

Visitors: Dan Kibler‐Marshall Advocate Employees: Todd Shaffner, Chris Snearley

Meeting called to order by Mayor Davidson. Alderman B. Lovell led Prayer. All in attendance recited the “Pledge of Allegiance.”

Appoint and swear in new City Clerk, Christy Perisho. Sworn in by Mr. Bernardoni.

‐‐Motion by A. Whilhoit, 2nd by C. Perry to approve the 08/09/2023 Amended regular Council Meeting

‐‐Approval of 08/14/2023 Police Committee meeting minutes agreed to be done at the next Police Committee meeting.

‐‐Motion by A. Wilhoit, 2nd by C. Davidson to approve the 08/23/2023 regular council meeting minutes.

‐‐Motion by C. Davidson, 2nd by J. Hammond to approve the outright purchase of a tablet for the Gas Department, not to exceed $1,600.00. Screen protector and case to be purchased separately.

‐‐Consideration and action to move Gas Department upstairs into City Hall was TABLED and a Warehouse Committee was formed.

‐‐Motion by C. Davidson, 2nd by J. Hammond to approve Resolution #2023‐R‐9‐1, “Compensation Paid Under an Internal Revenue Code Section 125 Plan as IMRF Earnings”.

‐‐Motion by B. Lovell, 2nd by S. Pendleton to approve increase in cleaning pay to $30.00, due to IMRF withholdings.

‐‐Consideration and action on bids for Cassie Adams sidewalk handrail‐ no bids. –REBID

‐‐Motion by C. Davidson, 2nd by C. Perry to accept bid to replace roof shingles at gas department building. Accepted BAM bid at $7,698.74.

‐‐Consideration and action to purchase street sweeper, council decided to reconsider allocation of funds for other equipment.

‐‐Motion by C. Davidson to close session, 2nd by C. Perry. Called to close at 8:30 pm.

Council Comments:

Mayor Davidson: Looking for grant for police body cams.

Adding to next agenda: transmission failing in city truck.

C. Davidson: concerned about ordinance violations.
