3.1 Lifesaving Awards and Citizen Service Citation - Police Chief McFarland
Police Chief McFarland presented two Lifesaving Awards and a Citizen Service Award. Officer Hartke and Officer Poland received Lifesaving Awards and Carol Gapsis received a Citizen Service Award.
3.2 Presentation of Safety & Health Achievement Recognition Program (SHARP) from OSHA to Effingham Fire - Fire Chief Yochum
Representatives from OSHA presented the Effingham Fire Department with a SHARP Award.
4. ORDINANCES/RESOLUTIONS - ACTION ITEMS
4.1 Resolution No. 113-2023, A Resolution Accepting Proposal for the Thies Avenue Extension and Airport Road Improvements - City Engineer Thoele
City Engineer Thoele stated this resolution accepts the lowest responsive proposal for the Thies Avenue Extension and Airport Road Improvements Project from A&R Mechanical in the amount of $2,505,245.65. Payment for this project will be made from the Motor Fuel Tax Fund, Economic Development Program (EDP), Truck Access Route Program (TARP), the Rebuild Illinois Regional Economic Development (RIRED) grant funds, Sewer Fund, and General Fund.

City Planner Koester stated the proposed subdivision is a replat of 2 lots into 4 lots for attached single-family dwellings. The property is zoned R-3A Attached Single-Family Dwelling, which is appropriate for the proposed development. The Plan Commission unanimously recommended the plat for approval.

City Engineer Thoele stated this ordinance authorizes the acquisition of a temporary use permit and the purchase of easement for utility purposes from Christine M. Davoli for the sum of $1,789.52.

6.2 Ordinance No. 059-2023, An Ordinance authorizing the acquisition of a temporary use permit and the purchase of an easement for utility purposes - ICLand Holdings, LLC - City Engineer Thoele
This ordinance authorizes the acquisition of a temporary use permit and the purchase of easement for utility purposes from ICLand Holdings, LLC at 1002 West Fayette Avenue for the sum of $8,807.58.

6.3 Ordinance No. 063-2023, An Ordinance Authorizing the Acquisition of a Temporary Use Permit and the Purchase of Easement for Utility Purposes - Louis K. Zwettler - City Engineer Thoele
City Engineer Thoele stated this ordinance authorizes the acquisition of a temporary use permit and the purchase of easement for the utility purposes from Louis K. Zwettler at 710 West Fayette Avenue for the sum of $4,659.12.
City Attorney Willenborg stated the name needs to be corrected to Lois K. Zwettler. There were no objections to bring this item back to a future City Council Meeting. Item 6.12 was moved to follow item 6.3.
6.12 Effingham/Effingham County Enterprise Zone Annexation - Economic Development Specialist Althoff
Economic Development Specialist Althoff stated four parcels are being proposed to be annexed in the Effingham/Effingham County Enterprise Zone.
Todd Kabbes presented to the Council regarding his proposed projects.
Brandon Loy with South Central FS presented to the Council regarding their proposed projects.

6.4 Ordinance No. 061-2023, A Joint Ordinance of the City of Effingham, Illinois, and the County of Effingham, Illinois, and the Village of Teutopolis, Illinois, Enacting a Policy Statement Expressing a Commitment to Encourage the Development of Business Entities and the Hiring of Individuals Defined as Minorities, Women and Persons with Disabilities Within the City of Effingham/Effingham County Enterprise Zone - Economic Development Specialist Althoff
Economic Development Specialist Althoff stated this ordinance creates a plan to encourage participation of minorities, women, and persons with disabilities within the Enterprise Zone boundaries as required for Criterion 11 in the Enterprise Zone application.

Tourism Director Thoele stated this resolution grants permission to close the alleyway between America's Groove Record Store and the American Legion Post 120 for a Record Fair event on September 30, 2023.

City Administrator Miller stated this resolution donates $15,000 to the Retired Fire Fighters Association for the St. Anthony Hospital Fire 75th Memorial.

Tourism Director Thoele stated Effingham Mini Golf is requesting funds to improve the mini golf course. Thoele said it would be a reimbursement for curbing for $1,000. It was noted the language needs to be changed to authorizing a grant rather than reimbursement.
