City of Casey City Council met Sept. 5.

Mumford called the meeting to order and led the Pledge of Allegiance.

A quorum was declared.
Clerk Mumford looked for a motion to appoint a Mayor Pro Tem for tonight’s meeting.
Alderman Mumford motioned approval to appoint Alderman Williams as Mayor Pro Tem, seconded by Alderman Jenkins. Upon roll call the vote was:
Ayes: 5 – Hanley, Jenkins, Mumford, Richardson, and Wilson
Nays: 0 – None
Abstain: 1 – Williams
Motion declared carried.

Meeting Minutes:
Mayor Pro Tem Williams looked for approval of the minutes of the August 21st, 2023 City Council Meeting.
Alderman Mumford motioned approval of the minutes of the August 21st, 2023 City Council Meeting, seconded by Alderman Wilson. Upon roll call the vote was:
Ayes: 6 – Hanley, Jenkins, Mumford, Richardson, Williams and Wilson
Nays: 0 – None
Motion declared carried.
Officers Reports:
Clerk Mumford presented August 2023 Bills Paid for approval in the amount of $979,994.70. Alderman Richardson motioned approval of the August 2023 Bills Paid, seconded by Alderman Hanley. Upon roll call the vote was:
Ayes: 6 – Hanley, Jenkins, Mumford, Richardson, Williams and Wilson
Nays: 0 – None

Treasurer Lorton presented the August 2023 Treasurer’s Collection Deposit Report for approval in the amount of $488,459.21.
Alderman Jenkins motioned approval of the August 2023 Treasurer’s Collection Deposit Report, seconded by Alderman Richardson. Upon roll call the vote was:
Ayes: 6 – Hanley, Jenkins, Mumford, Richardson, Williams and Wilson

Economic Development Director Tait presented a Contract Agreement with Coles County Regional Planning in regards to the Housing Grant.
Alderman Richardson motioned approval of the Contract Agreement for Administration and Coordination Services for Grant Appropriations with Coles County Regional Planning, seconded by Alderman Jenkins. Upon roll call the vote was:
Ayes: 6 – Hanley, Jenkins, Mumford, Richardson, Williams and Wilson

Economic Development Director Tait reported that she has recently met with Farnsworth about sidewalks for Safe Route to School Grant.
Chief Henderson reported that the City has been reimbursed for Officer Bennets Academy costs. Office Huckaba has started his FTO and the 2 new officers have started the Academy. He has also started checking with J&K about the costs of a new vehicle.
EMA Director Craig reported that 2 of the 3 sirens are working properly now and he is waiting for them to come back to fix the 3rd. The County Board will be discussing and approving having dispatch set of the sirens. He then reported on activity at the Casey Popcorn Festival.

Alderman Reports:
Alderman Williams would like to invite the Casey Popcorn Festival Board to attend the next City Council meeting so the City can thank them in person for a good festival. He also asked about possible pickle ball courts at the park. He would like the finance committee to look in the costs of these.
Alderman Jenkins thanked the Popcorn Festival Committee for a job well done.
Alderman Wilson said she was overwhelmed with the Casey Popcorn Festival and thanked all who volunteered and put it on. She also has had some complaints of people mowing grass and throwing the clippings out onto the street.
Alderman Hanley would like to have a City Hall and Public Safety meeting 9/18/2023 at 5:30 p.m. to talk about the Sirens.
Alderman Mumford wanted to reiterate about the job well done for the Casey Popcorn Festival. She would also like the Council to vote on a specific time for Trick or Treat. Alderman Richardson also thanked the Casey Popcorn Festival Committee.
