City of Tuscola City Council met July 31.

Mayor Kleiss called a Special Meeting of the City Council to order at 7:00 PM. In attendance: Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, and Mayor Kleiss. Alderwoman Waldrop was absent. Mayor Kleiss led the Pledge of Allegiance. The purpose of the Special Meeting was to award bids and authorize contract execution for downtown alley improvements, Phase II and consider an ordinance for annexation of property.
The certification of the notice of Special Meeting as well as proof of notice signatures are attached, making them part of the minutes.
Bid Results
Only one bid was received on the downtown alley improvements. Feutz Contractors, Inc., Paris, Illinois, submitted a bid of $1,316,887.36, for Phase II of this project. Administrator Hoel pointed out the engineer's estimate on this project was $1,063,700.00. Hoel added light fixtures are very high and the contractor has revealed unknowns regarding the timeline of delivery of the fixtures. It is likely they will be removed by change order once a feasible alternative is determined. Hoel went on to say the actual cost of the Phase II alley improvements may actually be $150,000 less than the bid submitted. Rund moved to accept the bid submitted by Feutz Contractors for the downtown alley improvements, Phase II, in the amount of $1,316,887.36. Morris seconded. Authorization of Contract
Hoey moved to authorize the contract execution with Feutz Contractors, Inc., Paris, IL, for the downtown alley improvements, Phase II. Shoemaker seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter.
Ordinance to Annex Real Estate
Slaughter moved to approve Ordinance 2023-0-8, an ordinance to annex certain real estate (508 East Northline Road) located in the southwest quarter of the southeast quarter of Section 27, township 16 north, range 8 east of the third principal meridian, Douglas County, IL. Brace seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter.
The motion to adjourn the Special Meeting was made by Shoemaker and seconded by Slaughter. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker/$laughter.
