City of Neoga City Council met July 24.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order at 7:00 p.m. by Mayor Helm. The Pledge of Allegiance was recited. Those present were Commissioners Williams, Schabbing, Edwards, Letizia, and Mayor Helm. Others present were City Clerk Brenda Evans, City Treasurer Diana Foor, Superintendent Shawn Durbin, Police Chief Schabbing, Engineer Seth Flach, Building Inspector Morrison, Wes Chambers, and Neoga News Editor Billie Chambers.

MINUTES

After reviewing the regular and executive session minutes from July 10, 2023, Commissioner Edwards made a motion to approve the minutes as presented. The motion was seconded by Commissioner Williams. Ayes, Commissioner Edwards, Letizia, Williams, Schabbing, and Mayor Helm. Nays, none. Motion carried. 5-0.

PUBLIC AFFAIRS, MAYOR HELM

APPOINTMENT TO ZONING BOARD OF APPEALS

Building Inspector Morrison told the Council that the Zoning Board of Appeals still needing an additional board member and Rex Lindley has asked for the Council to find a replacement for him. After an extensive search, Morrison said they have found two people willing to serve on the board. Morrison said that John Little and Doug Jackson are willing to serve if the council appoints them. Commissioner Edwards made a motion to appoint John Little and Doug Jackson to the Zoning Board of Appeals. The motion was seconded by Commissioner Letizia. Ayes, Commissioner Edwards, Letizia, Williams, Schabbing, and Mayor Helm. Nays, none. Motion carried. 5-0.

ECONOMIC DEVELOPMENT COMMITTEE

Commissioner Schabbing asked the Council if they would be interested in creating an economic development committee to research different businesses that would be good for Neoga. Schabbing recommended having 2 or 3 residents, 2 council members, and City Administrator Evans to be on the committee. Schabbing said that the traffic count of I57 is over 20,000 vehicles per day. Commissioner Williams said it might be worthwhile to try having a committee. Schabbing said she would like to have a committee together by the October 23rd meeting, and kick start the committee by January 8, 2024. Schabbing will start talking to people to serve on the committee as soon as possible, and she will have a list of names by the August 14 meeting.

MONTHLY BILLS

After reviewing the bill list, Commissioner Schabbing made a motion to pay the monthly bills as presented in the amount of $82,697.61. The motion was seconded by Commissioner Edwards. Ayes, Commissioner Schabbing, Edwards, Letizia, and Mayor Helm. Nays, none. Motion carried. 5-0.

PUBLIC PROPERTY, COMMISSIONER LETIZIA

UPDATE ON PROJECTS

Engineer Seth Flach handed out the latest updates on the current projects. Flach said the ITEP engineering is almost complete, and the plans have been submitted to IDOT. The Council reviewed the handouts. No questions were asked.

ITEP INVOICE FROM MILANO & GRUNLOH

After reviewing the invoice, Commissioner Edwards made a motion to pay the invoice to Milano & Grunloh in the amount of $5,289.60. The motion was seconded by Commissioner Williams. Ayes, Commissioner Edwards, Letizia, Williams, Schabbing, and Mayor Helm. Nays, none. Motion carried. 5-0.

WATERMAIN IMPROVEMENTS INVOICE FROM MILANO & GRUNLOH

After reviewing the invoice, Commissioner Letizia made a motion to approve the invoice in the amount of $5,500. The motion was seconded by Commissioner Edwards. Ayes, Commissioners Letizia, Williams, Schabbing, Edwards, and Mayor Helm. Nays, none. Motion carried. 5-0.

STREETS AND ALLEYS, COMMISSIONER EDWARDS

2023 MFT PROGRAM

Commissioner Edwards made a motion to repeal the award for the 2023 MFT Program to Larry Heuerman and re-award the 2023 MFT Program to Earl Walker Company. The motion was seconded by Commissioner Letizia. Ayes, Commissioner Edwards, Letizia, Williams, Schabbing, and Mayor Helm. Nays, none. Motion carried. 5-0.

HEALTH AND SAFETY, COMMISSIONER WILLIAMS

CITY-WIDE CLEANUP

Commissioner Williams reminded everyone that the City-Wide Cleanup this year will be Saturday, September 9th from 7 to 10 a.m.

PUBLIC COMMENTS

Building Inspector Morrison informed the Council that there will be a public hearing regarding TGM requests on August 7th at 6 p.m.

EXECUTIVE SESSION

Commissioner Edwards made a motion to move into executive session for Personnel – Section 2 (c)(1) Employee hiring, firing, compensations, discipline, and performance as well as Sale or Lease of Real Estate – Section 2 (c)(6) – Limited to actual setting of price for sale or lease of public property at 7:22 p.m. The motion was seconded by Commissioner Letizia. Ayes, Commissioner Edwards, Letizia, Williams, Schabbing, and Mayor Helm. Nays, none. Motion carried. 5-0.

RECONVENED AND ROLL CALL

The meeting was reconvened at 9:21 p.m. on a motion from Commissioner Scabbing. The motion was seconded by Commissioner Williams. Those present for roll call were Commissioners Schabbing, Edwards, Letizia, Williams, and Mayor Helm.

ADJOURNMENT

Commissioner Edwards made a motion to adjourn the meeting at 9:58 p.m. The motion was seconded by Commissioner Williams. Ayes, Commissioner Edwards, Letizia, Williams, Schabbing, and Mayor Helm. Nays, none. Motion carried. 5-0.
