City of Tuscola City Council met July 10.

Here are the minutes provided by the council:

Mayor Kleiss called a public meeting to order at 6:45 PM. The purpose of the hearing was to allow questions or comments on the proposed FY 24 appropriation ordinance. Treasurer Long pointed out the ordinance has been on file at City Hall and on the website for public viewing. There were no questions or comments concerning this ordinance. Mayor Kleiss declared the hearing closed at 6:52 PM.

The regular meeting of the City Council was called to order with Day, Hoey, Morris, Rund, Shoemaker, Slaughter, and Mayor Kleiss in attendance. Alderwomen Brace and Waldrop were absent. Mayor Kleiss led the Pledge of Allegiance.

Consent Agenda

Mayor Kleiss went over the items on the consent agenda:

Payment of bills totaling $326,215.48

Request to hold a Cub Scout day camp overnight at Wimple Park July 14-15

Hoey moved to approve the items on the consent agenda. Morris seconded. VOTE YEA* Day, Hoey, Morris, Rund, Shoemaker, Slaughter. Rund moved to approve the consent agenda for July 10, 2023. Shoemaker seconded. VOTE YEA* Day, Hoey, Morris, Rund, Shoemaker, Slaughter.

Requested Time on the Agenda

Sarah Rusher, 300 East Pinzon, addressed council about the possibility of allowing residents to raise hens in their backyards. Rusher stated there are many pros to having backyard hens and addressed common rules and regulations for backyard coops. Rusher pointed out many area communities allow backyard hens. Rusher went on to say she had generated an informal petition via facebook and has received over 100 signatures in favor of raising backyard hens. Council thanked Rusher and told her they would discuss and make a decision at a later date about whether or not backyard hens would be allowed in the city.

Mayor

Mayor Kleiss expressed his thanks to the city crews, staff, and patrolmen for their efforts during the recent storm and subsequent clean up. Thanks also to the township for loaning equipment and providing manpower for the clean-up, and the City of Arcola for their assistance. Kleiss reminded everyone to be patient with the clean-up process. Mayor Kleiss also thanked the city staff and crews for their work on the Sparks in the Park celebration, noting he had heard great comments on the event.

Mayor Kleiss offered the city's condolences to the family of Curt McDaniel. McDaniel was a longtime Tuscola resident, served on many boards, and will be missed by many in the community. Alderwoman Waldrop arrived at 7:15 PM.

Ordinances

Morris moved to approve ordinance 2023-0-7, an ordinance making the appropriations for corporate purposes of the City of Tuscola, for the fiscal year beginning May 1, 2023 and ending April 30, 2024. Shoemaker seconded. VOTE YEA* Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

Contracts and Agreements

Slaughter moved to approve Task Order No. 3, annual sidewalks improvement program, with Clark Dietz for up to $15,000.00. The scope of services is initial set up and program methodology and implementation of the program for this year. Waldrop seconded. VOTE YEA* Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

Other

1. Police Chief Hastings has recommended a promotion for officer Jimenez. Slaughter moved to approve the promotion of Officer Tim Jimenez to Sergeant, at $32 per hour, effective July 10, 2023. Day seconded. VOTE YEA*Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

2. Foreman Cruzan has recommended an increase for Jason Simpson in order to bring him in line with other employees who were formerly at Step Il under the old pay scale. Hoey moved to improve Jason Simpson's wage to $25.50 per hour, effective July 10, 2023. Slaughter seconded. VOTE YEA* Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.
