City of Arcola City Council met June 5.

Here are the minutes provided by the council:

Mayor Garza called the meeting to order at 7:00 p.m. Members present were Alderpersons Foran, Hensley, Helmuth, Henson and Budd. Alderman Becerra was not present. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE Alderman Foran led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF MAY 15, 2023 COUNCIL MEETING MINUTES Alderman Hensley moved to approve the May 15, 2023 council meeting minutes as presented and was seconded by Alderwoman Helmuth. Roll call vote, all ayes. Motion carried.

APPROVAL OF MAY 13, 2023 THROUGH JUNE 02, 2023 BILLS Alderman Foran moved to approve the May 13, 2023 – June 02, 2023 bills as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE TREASURER’S REPORT FOR MAY 2023 Alderman Foran moved to approve the Treasurer’s report for May 2023 and was seconded by Alderwoman Helmuth. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE MAY ZONING OFFICER’S REPORT The Zoning Officer reported 7 building permits issued in the month of May with valuation of $212,800 and fees in amount of $407.30 collected. There were 2 variance/special use permits issued with fees of $90 collected. Alderman Foran moved to approve the May Zoning Officer’s report as presented and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.

REPORT FROM THE TIF ADVISORY COMMITTEE The TIF Advisory Committee met May 16, 2023 and reviewed and recommended the council approve a request from Tabeling Development Co. LLC for a rebate of TIF eligible expenses for the development of single and multi-family rental housing at Green Mill Village on Lots 7 & 11. The rebate is for eligible costs on the basis of $80,000 for the first 5 years and then a reduction to a 65% rebate of incremental property taxes for any remaining payable years in which TIF funds are collected. Alderman Foran moved to accept the recommendation of the TIF Advisory Committee. Alderman Hensley seconded the motion. Roll call vote, all ayes. Motion carried.

REPORT FROM THE ZONING BOARD OF APPEALS The Zoning Board of Appeals met May 30, 2023 reviewed and recommended the council approve a request from Dannie Yoder to construct a garage addition with nonconforming front setback at property located at 429 W. Jefferson. Alderman Hensley moved to accept the recommendation of the Zoning Board of Appeals and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

APPROVE APPOINTMENT OF LUCAS SHONKWILER TO THE PLANNING COMMISSION/ZONING BOARD OF APPEALS Alderman Foran moved to approve the appointment of Lucas Shonkwiler to the Planning Commission/Zoning Board of Appeals. Alderman Budd seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 23-S-2, ANNUAL

APPROPRIATION ORDINANCE Alderman Foran moved to approve Ordinance No. 23-S-2 and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.

CONSIER AND APPROVE RESOLUTION NO. 23-R-6, A RESOLUTION DESIGNATING SCHROCK DRIVE AS A CLASS II TRUCK ROUTE Alderman Budd moved to approve Resolution No. 23-R-6 and was seconded by Alderwoman Helmuth. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE CHANGE ORDER NO. 2, RLF CLOSE OUT – WATER STREET Alderwoman Helmuth moved to approve Change Order No. 2 RLF Close Out for Water Street and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 23-C-1, AN ORDINANCE AMENDING CHAPTERS 14 AND 25 OF THE ARCOLA MUNICIPAL CODE Alderman Foran moved to approve Ordinance 23-C-1 and was seconded by Alderwoman Helmuth. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderman Foran Reported the Park, Street & Alley Committee met prior to this meeting and discussed a salary increase for part-time employees. Also discussed Water Street repair (at Jefferson, Part of Force main Project Clean Up) and received an update on park project from Bill.

Alderman Hensley Had nothing at this time.

Alderwoman Helmuth Had nothing at this time.

Alderman Henson Had nothing at this time.

Alderman Budd Had nothing at this time.

As this concluded the business of the meeting, Alderman Hensley moved to adjourn and was seconded by Alderwoman Helmuth. Roll call vote, all ayes. Motion carried.
