City of Tuscola City Council met May 22.

Here are the minutes provided by the council:

The regular meeting of the City Council was called to order with Brace, Day, Hoey, Morris, Shoemaker, Slaughter, Waldrop and Mayor Kleiss present. Alderman Rund arrived at 7:02 pm. Mayor Kleiss led the Pledge of Allegiance.

Consent Agenda

Mayor Kleiss went over the items on the consent agenda:

Minutes of May 8, 2023 meeting

Financial report for April

Payment of bills totaling $236,341.75

Pay request from Clark Dietz in the amount of $26,122.50, for the downtown alley improvements (included in bill total)

Pay request in the amount of $33,849.21, from Cross Construction for the route 36 water repairs (included in bill total)

Community Building lease with alcohol for Rigo Rojas for a wedding reception May 25- 27, 2023

Hoey moved to approve the items on the consent agenda. Shoemaker seconded. VOTE YEA* Brace, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

Morris moved to approve the consent agenda for May 22, 2023. Waldrop seconded. VOTE YEA* Brace, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

Mayor

Mayor Kleiss congratulated the TCHS girls' sports teams for their fine seasons. The girls track team placed 3rd in state.

City Clerk - No Report

City Treasurer

Treasurer Long called council's attention to the hard copy of the FY 24 budget they should each have at their table. The budget is also online for easy access.

City Attorney - No Report

City Administrator

Administrator Hoel reported the main circulating pump at the pool is with a repair company. The company believes it can be repaired but has given no estimate of cost or time to repair. Hoel added it is likely the opening will be delayed.

Ordinances

Slaughter moved to approve ordinance 2023-O-5, an ordinance declaring a 2016 Chevy Impala squad car as surplus property and authorizing the sale of the same. Rund seconded. VOTE YEA* Brace, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

Contracts and Agreements

Mayor Kleiss reported city staff has found a used bucket truck they feel would serve our needs. Hoey moved to waive formal bidding on the purchase of a used bucket truck. Slaughter seconded. Rund asked how long the bucket truck is expected to last. Foreman Cruzan stated the bucket truck we are replacing is a 1993. Administrator Hoel added the truck we hope to purchase has low miles and low hours. Foreman Cruzan added this is a pretty nice truck and is quite a bit larger than our current truck. VOTE YEA* Brace, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

Rund moved to purchase a 2010 International 105' bucket truck in the amount of $104,500, from Schmidy's Machinery of Clinton, IL. Brace seconded. VOTE YEA* Brace, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

Other

Morris moved to approve the third revision to the temporary summer employee hires. This revision adds Logan Wallace as assistant manager/head lifeguard. Shoemaker seconded. VOTE YEA* Brace, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop. Now that the Governor has ended the state disaster declaration, all COVID related policies need to be rescinded. This includes absence policies for employees. Employees will no longer be allowed free time off for certain circumstances like mandatory quarantine. Morris moved to rescind the City's COVID related policies and memoranda. Slaughter seconded. VOTE YEA* Brace, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop. Mayor Kleiss added we will be working on some policies regarding remote attendance and will try to get something in place.

The motion to adjourn was made by Slaughter and seconded by Shoemaker. VOTE YEA* Brace, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.
