Charleston Carnegie Public Library Board of Trustees met May 8.

· We’re reversing order in our agenda – need to have 5 board members approve omnibus agenda, but want to start on the vacation/personnel policy.

5. Omnibus Agenda

A. Approval of the April 3, 2023 Board Meeting Minutes – provided at the meeting

B. Acceptance of Director’s Report

o Had review committee for live & learn construction grant. We scored 9.5 out of 10 and tied for 1st in our category. They wished we asked for more money! Waiting on confirmation from state library and if budget can be finalized.

o Met with new rep from Consolidated because old agreement expired. We’re now in a month-to-month agreement. If we can move to city internet we can drop Consolidated whenever.

o Hired new hire and working out great!

o Programming- finalizing summer read plan, just got 1st edition of summer read newsletter to review. Starts at the end of May!

o Dungeons & Dragons group had 29 people show up. One of the highest attended events.

o Finances- we got sponsorship from SBL for Literature & Libations at $1,000 level

o South-eastern Illinois community foundation donated a year subscription to ‘Grant Station’ which is a database of grant-makers. Will give access to entire community.

6. Action Item 2023-7: Recess into Executive Session for the purpose of discussing personnel-5 ILCS 120/2 (c)(1) at __6:38__ P.M.

8. Action Item 2023-9: Vote to provide vacation leave package based on past discrepancy- gifting 1/3 of missed hours and paying out 2/3 at 1:1 ratio with total cost of $7,600 contingent on city council passing personnel policy addendum.

9. Committee Update – Policy Committee

a. Committee will meet again in May to focus on how to approach. Chris advised the team about a house bill waiting for Gov. Pritzker’s consideration. Proposal by Secretary of State if library bans books, they will lose state funding.
