City of Casey City Council met May 1.

Here are the minutes provided by the council:

Monday May 1st, 2023; beginning at 6:00 p.m. Mayor Mike Nichols was present and called the meeting to order. Butch Ruffner led the Pledge of Allegiance.

Roll Call:

Present: Alderman Jenkins

Alderman Mumford

Alderman Richardson

Alderman Ruffner

Alderman Williams

Alderman Wilson

Absent: None

A quorum was declared.

Public Forum:

None

Community Affairs:

1. 4th of July Discussion: Mayor Nichols brought up the City of Casey 4th of July Celebration. After last council meeting discussion there has been a lot of talk about moving the celebration to the weekend after. Mayor Nichols explained the reasoning behind the move and then opened it up for discussion. Alderman Jenkins read a letter he received. Alderman Wilson read a statement she prepared. Mayor Nichols opened it up to the audience and Susie Mathews and Deb Black gave their thoughts. After discussion, all they can decide right now is on what day to have the parade.

Alderman Williams motioned approval of Resolution #050123A, seconded by Alderman Richardson. Upon roll call the vote was:

Ayes: 6 – Jenkins, Mumford, Richardson, Ruffner, Williams and Wilson Nays: 0 – None

Motion declared carried.

Meeting Minutes:

Mayor Nichols looked for approval of the minutes of the April 17th, 2023 City Council Meeting.

Alderman Richardson motioned approval of the minutes of the April 17th, 2023 City Council Meeting, seconded by Alderman Mumford. Upon roll call the vote was:

Ayes: 6 – Mumford, Richardson, Ruffner, Williams, Wilson and Jenkins

Nays: 0 – None

Motion declared carried.

Officers Reports:

Clerk Mumford presented April 2023 Bills Paid for approval in the amount of $658,957.68. Alderman Jenkins motioned approval of the April 2023 Bills Paid, seconded by Alderman Wilson. Upon roll call the vote was:

Ayes: 6 – Richardson, Ruffner, Williams, Wilson, Jenkins and Mumford

Nays: 0 – None

Motion declared carried.

Treasurer Lorton presented April 2023 Treasurer’s Collection Deposit Report for approval in the amount of $587,502.79.

Alderman Williams motioned approval of April 2023 Treasurer’s Collection Deposit Report, seconded by Alderman Mumford. Upon roll call the vote was:

Ayes: 6 – Ruffner, Williams, Wilson, Jenkins, Mumford and Richardson

Nays: 0 – None

Motion declared carried.

Treasurer Lorton also gave out the March 2023 Investment report.

Attorney Willenborg gave an update on abandoned and dilapidated properties.

Clerk Mumford talked about the Summer City wide clean-up dates.

Alderman Mumford motioned approval to set City Wide clean-up dates for June 17th thru June 24th, 2023, seconded by Alderman Wilson. Upon roll call the vote was:

Ayes: 6 – Ruffner, Williams, Wilson, Jenkins, Mumford and Richardson

Nays: 0 – None

Motion declared carried.

They are going to table the summer hire discussion until the next meeting.

Economic Development Director Maulding gave an update and some numbers on a Geofencing study that has been going on for a while.

Chief Henderson reported that he has started delivering red signs for tall grass abates. EMA Director Craig gave a report on the sirens and some updates they will be doing to them.

New Business:

Mayor Nichols looked for a motion to go in to Executive Session.

Alderman Williams motioned approval to go into Executive Session for the purpose of consideration of the following subjects, pursuant to 5 ILCS 120/2 (c): Personnel – Section 2 (c) (1): Hiring, compensation and appointment of employees, seconded by Alderman Mumford. Upon roll call the vote was:

Ayes: 6 – Ruffner, Williams, Wilson, Jenkins, Mumford and Richardson

Nays: 0 – None

Motion declared carried.

Executive Session began at 6:52 p.m.

Regular Session resumed at 7:04 p.m.

Roll call for regular session:

Ayes: 6 – Ruffner, Williams, Wilson, Jenkins, Mumford and Richardson

Nays: 0 – None

Alderman Williams motioned approval to hire Austin Huckaba as a new Police Officer, seconded by Alderman Richardson. Upon roll call the vote was:

Ayes: 6 – Jenkins, Mumford, Richardson, Ruffner, Williams and Wilson

Nays: 0 – None

Motion declared carried.

Alderman Wilson motioned approval of Ordinance #534: Appointment Ordinance, seconded by Alderman Jenkins. Upon roll call the vote was:

Ayes: 6 – Mumford, Richardson, Ruffner, Williams, Wilson, Jenkins

Nays: 0 – None

Motion declared carried.

Alderman Williams motioned approval to set Assistant Collector Salary at $33,072.00, seconded by Alderman Richardson. Upon roll call the vote was:

Ayes: 6 – Mumford, Richardson, Ruffner, Williams, Wilson, Jenkins

Nays: 0 – None

Motion declared carried.

Unfinished Business:

Alderman Williams reported on the finance committee meetings held on 4/19/2023 and 4/20/2023. They have gone through everything and will meet a few more times to finish up appropriations.

Retiring of outgoing Council and Closing Remarks:

Alderman Butch Ruffner reported that he has enjoyed serving the past 4 years on the Council and thanked all who served with him.

Newly Elected: Term beginning May 1st, 2023 – Ending to be determined by lottery: - City Clerk to swore in the following:

- Ward I Jerome Williams

- Ward II Steve Jenkins

- Ward III Lori Wilson

- At Large Jeremiah Hanley

- At Large Marcy Mumford

- At Large Carlene Richardson

Clerk Mumford took around a basket of ping pong balls with either the number 2 or 4 on them to determine the term of the Alderman. They drew in alphabetical order.

2-year term: Marcy Mumford, Carlene Richardson and Lori Wilson

4-year term: Jeremiah Hanley, Steve Jenkins and Jerome Williams

Alderman Comments:

Alderman Mumford thanked Butch for serving on the Council.

Alderman Jenkins also thanked Butch for serving.

Alderman Wilson thanked Butch for serving and asked about the recycling and trash trucks. She also wishes Kim Davidson good luck in the near future after selling the 1890s Sleepover. Alderman Hanley thanked the citizens for the opportunity to serve the community.

Mayor Report:

Mayor Nichols thanked Butch for serving on the Council and welcomed all the Council Members to their new term.

There was no further Business of the City Council for the May 1st, 2023 Council Meeting.

Alderman Mumford motioned to adjourn, seconded by Alderman Hanley. Upon roll call the vote was:

Ayes: 6 – Hanley, Jenkins, Mumford, Richardson, Williams and Wilson

Nays: 0 – None

Motion declared carried.

Adjournment of the City Council was at 7:25 p.m.
