City of Casey City Council met April 17

City of Casey City Council met April 17.

Here are the minutes provided by the council:

Monday April 17th, 2023; beginning at 6:00 p.m. Mayor Mike Nichols was present and called the meeting to order. Marcy Mumford led the Pledge of Allegiance.

Roll Call:

Present: Alderman Jenkins

Alderman Mumford

Alderman Richardson

Alderman Ruffner

Alderman Williams

Alderman Wilson

Absent: None

A quorum was declared.

Public Forum:

None

Community Affairs:

Mayor Nichols reported that the City is thinking of having the 4th of July celebration on the weekend after the 4th. They are also thinking of having the festivities on Friday afternoon and Saturday day and move them to downtown area. They will still have the fireworks at the park. The Council will vote on it at the next meeting.

Meeting Minutes:

Mayor Nichols looked for approval of the minutes of the April 3rd, 2023 City Council Meeting.

Alderman Mumford motioned approval of the minutes of the April 3rd, 2023 City Council Meeting, seconded by Alderman Williams. Upon roll call the vote was:

Ayes: 6 – Wilson, Jenkins, Mumford, Richardson, Ruffner and Williams

Nays: 0 – None

Motion declared carried.

Officers Reports:

Clerk Mumford presented April 17th, 2023 Bills Payable for approval in the amount of $486,659.35.

Alderman Richardson motioned approval of the April 17th, 2023 Bills Payable, seconded by Alderman Jenkins. Upon roll call the vote was:

Ayes: 6 – Jenkins, Mumford, Richardson, Ruffner, Williams and Wilson

Nays: 0 – None

Motion declared carried.

Treasurer Lorton presented a report for other income collected besides what is collected through the Collector’s office.

Attorney Walden presented Ordinance #533 for approval. This ordinance updates the agreement with Mari Holdings and Allgreens Dispensary to change the closing date for the purchase of the building.

Alderman Mumford motioned approval of Ordinance #533: An Ordinance authorizing the First Amendment to Redevelopment Agreement with Mari Holdings, IL, LLN and Allgreens Dispensary, LLC, seconded by Alderman Jenkins. Upon roll call the vote was:

Ayes: 6 – Jenkins, Mumford, Richardson, Ruffner, Williams and Wilson

Nays: 0 – None

Motion declared carried.

Attorney Walden presented Resolution #041723A: A Resolution declaring certain Real property and improvements thereon as being dangerous and unsafe (927 N Route 49) for approval.

Alderman Williams motioned approval of Resolution #041723A, seconded by Alderman Mumford. Upon roll call the vote was:

Ayes: 6 – Richardson, Ruffner, Williams, Wilson, Jenkins and Mumford

Nays: 0 – None

Motion declared carried.

Economic Development Director Tait thanked all who came to the Chamber Dinner and helped make it a success. She is also starting to work with Shelby on the Safe Routes to school Grant. She then looked for approval to hire Dalton Veach as the part-time tourism assistant. He will began working in the summer.

Alderman Mumford motioned approval to hire Dalton Veach as part-time tourism assistant, seconded by Alderman Richardson. Upon roll call the vote was:

Ayes: 6 – Ruffner, Williams, Wilson, Jenkins, Mumford and Richardson

Nays: 0 – None

Motion declared carried.

Chief Henderson gave an update to his dilapidated property list.

New Business:

Unfinished Business:

Alderman Williams reported that the finance committee would like to make a donation to the popcorn festival committee.

Alderman Williams motioned approval to donate $15,000 to the Casey Popcorn Festival, seconded by Alderman Richardson. Upon roll call the vote was:

Ayes: 6 – Ruffner, Williams, Wilson, Jenkins, Mumford and Richardson

Nays: 0 – None

Motion declared carried.

Alderman Reports:

Alderman Mumford wanted to remind everybody the CIA will be having an electronic recycling event on Saturday May 6th.

Alderman Williams reminded everybody about the upcoming Finance Committee Meetings. Alderman Jenkins asked for an update on the Housing Grant Applications. Alderman Ruffner reported that he has received some emails regarding the Circus. Alderman Wilson asked about the election and why there were no parties on the ballots. And reported that she was excited for the Circus coming to Casey.

Mayor Report:

Mayor Nichols reported that the City is progressing and would like for finance committee to find ways to fund the gun range reconstruction.

There was no further Business of the City Council for the April 17th, 2023 Council Meeting.

Alderman Mumford motioned to adjourn, seconded by Alderman Williams. Upon roll call the vote was:

Ayes: 6 – Ruffner, Williams, Wilson, Jenkins, Mumford and Richardson

Nays: 0 – None

Motion declared carried.

Adjournment of the City Council was at 6:42 p.m.
