City of Martinsville City Council met Jan. 11.

Here are the minutes provided by the council:

MINUTES OF THE CITY COUNCIL MEETING HELD ON January 11, 2023, IN THE CITY COUNCIL CHAMBERS OF MARTINSVILLE, ILLINOIS. *The meeting was called to order by Mayor Davidson. All in attendance recited the “Pledge of Allegiance.” Roll call was answered by the following council members and elected officials: Chris Davidson, Chris Perry, Troy Propst, John Skinner, and Ashley Wilhoit. Alderman Melinda Lovell was absent. Also, in attendance were Mayor Herman Davidson, Clerk Jana Akers, Treasurer Terri Connelly, and Attorney Richard Bernardoni. Employees and citizens in attendance are attached to the back of the minutes.

Public Comments:

--Motion by T Propst 2nd by A Wilhoit for approval of minutes from the 12/14/22 city council meeting minutes

Upon roll call vote all alderman present voted for the motion (5)

--Motion by C Davidson 2nd by T Propst for approval of the Treasurer’s report as presented Upon roll call vote all alderman present voted for the motion (5)

--Motion by A Wilhoit 2nd by C Perry for approval of December 2022 bills payable January 2023 Upon roll call vote all alderman present voted for the motion (5).

-Motion by C Davidson 2nd by J Skinner to approve the members of the Summer Recreational Board(list attached)

Upon roll call vote all alderman present voted for the motion (5).

--Todd Shaffner addressed the council on wanting a clear definition of the gas ordinance because the ordinance he had stated that the gas customer would pay for service and the council told someone that they could do gas service. He also stated what he quoted was not what they were wanting now. C Davidson asked how long it would take to recoup the money for the installation and T Shaffner stated it would take years. J Skinner stated that we needed to follow the ordinance or not follow the ordinance. Attorney Bernardoni stated that what J Skinner said was right. The council discussed taking money off the bill for new gas customers. T Propst stated that the city workers let the council know what was going on and what was discussed so we knew when someone would come to us. C Snearley asked if the discount could be done as a percentage and Attorney Bernardoni stated yes. There is also a discrepancy on what size of pipe needed to be used. T Shaffner is going to get prices on 1 ¼ pipe and get back to the council.

--T Shaffner also stated they locked gas prices in at $4.09 for 25% more last week

--Clayton Wells addressed the council on the Martinsville Block Party. Stated it was August 27th last year and would be looking to do it again on August 12, 2023. C Davidson asked about electricity on the pole and J Snearley said there is none there. The streetlights are billed by the number of streetlights you have. Officer Slater did state that the only issue he had was a gentleman who said he didn’t have to pay to walk down main street.

--Motion by J Skinner 2nd by A Wilhoit to have the Martinsville Block Party August 12, 2023 Upon roll call vote all alderman present voted for the motion (5).
