City of Altamont City Council met Nov. 28.

Here are the minutes provided by the council:

The Council of the City of Altamont met in regular session at 6:00 pm on November 28, 2022, in the Council Room of the Municipal Building. The following members were present: Mayor Jason Rippetoe; Commissioner Mike Walker; Commissioner Dan Milleville; Commissioner Todd Slingerland; and Commissioner Tayler Polk. Also present – Nick Taylor, Effingham Daily News; Mark Hoskins, Altamont News; and Sarah Stephen, City Clerk.

The Omnibus Vote Agenda comprised of prior meeting minutes and payment of bills, was approved on a motion by Commissioner Slingerland and seconded by Commissioner Walker. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes. (Attachment 1)

Mayor Rippetoe announced the FYE 2023 Estimated Tax Levy. The City levy request is estimated at $266,500.00, a 3.75% increase over the previous year.

Amendments to the FYE 2023 budget were presented. Changes resulted as some projects will not be completed and costs were reduced. The largest change was to IMRF costs. Early retirement incentive costs will not be due and payable in this fiscal year. The budget will be lowered $1,006,248.

Commissioner Slingerland reported the Water Department is experiencing a small algae bloom. Logging at the reservoir has resumed. The Sewer Department aerator has arrived and will be tested at the East Meadows lift station.

Commissioners Walker reported holiday lights are installed. Truck 5 is back in operation. Trenching under I70 is almost complete. A new hire will begin in a couple weeks.

Commissioner Milleville reported Ho Ho Land is open at Schmidt Park for all to enjoy.

Commissioner Polk reported leaf pickup is complete. A new hire is starting in the Street Department on Thursday. Surveying for the Third Street sidewalk replacement has begun. He asked if the I70 overpass closing could be prevented. The passage would be convenient for future South Point Subdivision residents. Mayor Rippetoe stated it could not be stopped. However, a bike path grant could be sought.

Mayor Rippetoe reported South Point Subdivision infrastructure construction continues.

Clerk Stephen praised Altamont citizens for their display of patriotism and respect during the Keith Tipsword processional. Schools, employers and citizens within the City lined the route holding flags, hands over their hearts and signs.

The meeting was adjourned on a motion by Commissioner Walker and seconded by Commissioner Milleville. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.
