City of Villa Grove City Council met Nov. 14.

CALL TO ORDER - ROLL CALL

The City Council of the City of Villa Grove met in regular session on Monday, November 14, 2022, in Council Chambers. Mayor Eversole-Gunter called the meeting to order at 6:03 p.m. Roll call found the following members present: Aldermen Blaney, Garrett, Hooker, Pangburn, Cheely, and Johnson. City Administrator Athey, Clerk Osborne, PW Director Lake, PD Chief Rea, were also present. Council followed all COVID 19 protocols for social distancing.

PLEDGE OF ALLEGIANCE - The Mayor stood and led all attendees in The Pledge of Allegiance.

CONSENT AGENDA (ITEMS FOR SINGLE-VOTE APPROVAL WITHOUT DISCUSSION) - Alderman Pangburn motioned to approve the full consent agenda. Alderman Cheely seconded the motion. Roll Call: Blaney, yea, Johnson, yea, Garrett, yea, Pangburn, yea, Cheely, yea Hooker, yea. Motion approved.

2. Minutes of the regular Committee of the Whole meeting held October 24, 2022

3. Minutes of the closed session of the regular Committee of the Whole meeting, held October 24, 2022

8. Cash Balance Report/financial reports for the month ending September 30, 2022

11. Approval of TIF Funding request for Villa Grove Schools

PUBLIC COMMENTS - No public in attendance for comments.

CITY ADMINISTRATOR/OTHER REPORTS

CITY ADMINISTRATOR REPORT-Jacki Athey reported: The Bond Ordinance is not ready to vote on yet due to a change in the projection numbers. The Planning and Zoning committee will meet in January for an explanation of TIF. We need to pass an annexation agreement by the end of December. The gas line for the community building project was less than originally planned, which is good to hear, and Jacki signed the order for it. The tax levy amount is $350,617.

DEPARTMENT HEAD REPORTS: Public Works: Director Randy Lake reported: noted a definite increase in the number of households needing leaf pick up as compared to last year.

Police Department: Chief Rea reports he will be out of office next week. He met with the school to go over responses for threats.

MAYORAL REPORT - The Mayor reported Alderman Johnson will pick up the Christmas Trees on Friday, and will need one person to help him from PW. Saturday, Nov. 19, 2022, will be the day the lighting committee will be working on decorations on Main Street-anyone who can join is welcome to do so-hands are needed!

BUSINESS

1. Ordinance 2022-MC11–An Ordinance Approving the Issuance of Bonds- Alderman Garrett motioned to TABLE this until later meeting due to not being ready with projections. Alderman Hooker seconded the motion. Roll Call: Blaney, yea, Johnson, yea, Garrett, yea, Pangburn, yea, Cheely, yea Hooker, yea. Motion approved to TABLE this item.

2. Tri-City Country Club potential annexation - There was a general discussion of the terms of the annexation offer and the TIF district creation to bring everyone to the same understanding. Will be officially voted on by the end of December 2022.

3. Tentative levy amount for 2022-payable-23 - The tentative levy amount announced was $350,617.

CLOSED SESSION - Alderman Garrett motioned to move into Closed Session at 7:02 pm according to section 2(c)(1) of 5ILCS/120/2 Exceptions to Open Meetings Act for the discussion of appointment, employment, compensation, discipline, performance or dismissal of specific employees. Alderman Hooker seconded the motion. Roll Call: Blaney, yea, Johnson, yea, Garrett, yea, Pangburn, yea, Cheely, yea, Hooker, yea. Motion carried. Council returned to open session at 7:20 pm with no further business to be taken.

ADJOURNMENT - With no further business, Alderman Garrett motioned to adjourn the meeting at 7:22 pm. Alderman Blaney seconded the motion. Roll Call: Blaney, yea, Johnson, yea, Garrett, yea, Pangburn, yea, Cheely, yea, Hooker, yea. Motion carried.
