City of Martinsville City Council met Aug. 24.

Here are the minutes provided by the council:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Paul Summers and Janet Pflaum. Remote: Carl Klingler. Absent Gary Ulm, Jana Baker and Carol O’Dell. Guest Bill Manuel.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Janet Pflaum to approve August 8, 2022, minutes. Seconded by Paul Summers. All voting Aye.

Bill Manuel mentioned a water leak on W. North Ave. that Nettleton Plumbing will be working on.

Mayor Kessler said Bobby Arora will be at the next meeting.

Garbage pickup will NOT be delayed the week of Labor Day, Sept 5 in Noble. The Village Hall will be closed Monday, September 5 for Labor Day.

Village cleanup for inside limits is scheduled for September 14.

The sewer rate increase will be implemented on next billing cycle.

Mayor Kessler talked to Mike Bridges about oiling streets and was told Larry Heuerman is behind and hoped to get Noble done by end of August and/or first of September. Trustee Summers asked about keeping Heuerman’s check. Mayor Kessler said it could be done but Mike Bridges didn’t recommend it, since the gravel has been brought and may cause an issue getting someone to do the streets next year.

Village had previously received a complaint and a letter was sent regarding cleanup of 144 W. North Ave. The Village Attorney, Barry Bright recommended handling the next letter with service/delivery by the Richland County Sheriff. The Village Clerk suggested that the next letter be prepared by the Village Attorney and the Trustees agreed. Motion made by Paul Summers to go forward with further action to have owner/renter cleanup 144 W. North Ave. Seconded by Janet Pflaum. Roll call Vote Taken, All voting Aye.

Trustee Summers presented a map of trees in the Noble Park and mentioned 1 tree by the Youth League area. Trustee Summers said there are some trees that are partially dead. Motion made by Janet Pflaum to go out for quotes to have trees in the Noble Park and 2 on E. South Ave. cut. Seconded by Carl Klingler. All voting Aye.

A contribution request was received from RCDC. The Village of Noble contributed $1,500.00 last year. Matter was tabled until next meeting.

Motion made by Carl Klingler to schedule Trick or Treat night in the Village of Noble for October 29 from 6p.m. to 8p.m. Seconded by Janet Pflaum. All voting Aye.

Motion made by Paul Summers to pay bills. Seconded by Janet Pflaum. All voting Aye.

Motion made by Janet Pflaum to adjourn the meeting at 7:18 p.m. Seconded by Paul Summers. All voting Aye.

Meeting adjourned until September 12, 2022, at 7:00 p.m. at the Noble Village Hall.
