City of Altamont City Council met Aug. 8.

Here are the minutes provided by the council:

The Council of the City of Altamont met in regular session at 6:00 pm, in the Council Room of the Municipal Building. The following members were present: Mayor Jason Rippetoe; Commissioner Mike Walker; Commissioner Dan Milleville; and Commissioner Tayler Polk. Also present – Nick Taylor, Effingham Daily News; Mark Hoskins, Altamont News; Michael Tappendorf, Milano & Grunloh; Alan Heiens, Altamont Police Chief; Joe Duncan, Altamont Police Officer; Sarah Stephen, City Clerk. Commissioner Todd Slingerland was absent.

The Omnibus Vote Agenda comprised of prior meeting minutes and payment of bills, was approved on a motion by Commissioner Walker and seconded by Commissioner Polk. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Polk, yes; Mayor Rippetoe, yes. (Attachment 1)

Chief Alan Heiens presented the July 2022 Police Activity Report. He introduced Officer Joe Duncan, newly hired to the Altamont Police Department.

Michael Tappendorf reported South Point Subdivision infrastructure installation was delayed by wet weather conditions.

Council approved Resolution 2022-08-12; Repealing Resolution 2022-07-11, A Resolution Accepting Bid and Awarding Contract Regarding Sanitary Sewer Improvements (NW Section) on a motion by Commissioner Polk. Commissioner Walker seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Polk, yes; Mayor Rippetoe, yes. Repeal was a result of DCEO additional grant funding denial.

Council approved Resolution 2022-08-13; Resolution Accepting Bid and Awarding Contract Regarding Sanitary Sewer Improvements (NW Section) in the Amount of $603,979.70 on a motion by Commissioner Polk. Commissioner Milleville seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.

Council Approved Purchase of Transformer from Solomon in the Amount of $24,665.00. Commissioner Walker motioned for approval. Commissioner Milleville seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Polk, yes; Mayor Rippetoe, yes. The transformer replaces transformer inventory specific to ADM.

Council Approved Purchase of 2022 Ford Explorer Police Unit, in the Amount of $36,855.00. Commissioner Polk motioned for approval. Commissioner Walker seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Polk, yes; Mayor Rippetoe, yes. A Rural Development grant in the amount of $11,100.00 has been awarded for the purchase.

Council Approved Payment to American Legion Grobengieser-Fischer Post No 512 Pursuant to TIF Agreement (Ordinance 737-22) in the Amount of $12,000 on a motion by Commissioner Walker. Motion was seconded by Commissioner Milleville. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.

Commissioner Walker reported Mark Dunn has resigned from the Electric Department.

Commissioner Milleville reported Gilbert Park is still hosting games with a weekend open tournament. The six week soccer season begins after Labor Day.

Commissioner Polk reported a contractor will be working on drainage in the Bond and St Clair Street areas.

The meeting was adjourned on a motion by Commissioner Polk and seconded by Commissioner Walker. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.
