City of Martinsville City Council met July 13.

Here are the minutes provided by the council:

The meeting was called to order by Mayor Davidson. Alderman Lovell led us in Prayer. All in attendance recited the “Pledge of Allegiance.” Roll call was answered by the following council members and elected officials: Chris Davidson, Chris Perry, Melinda Lovell, John Skinner, and

Ashley Wilhoit. Troy Propst and Treasurer Terri Connelly were absent. Also, in attendance were Mayor Herman Davidson, Clerk Jana Akers, and Attorney Richard Bernardoni. Employees and citizens in attendance are attached to the back of the minutes.

Public Comments: 

Officer Slater spoke to the council about a paper he had provided about a 5-year taser lease program. Stated that our current ones weren’t working properly, and they aren’t reliable. Stated that the price was around $180 a month and comes with everything needed.

--Motion by C Perry 2nd by A Wilhoit for approval of minutes from the 06/22/22 city council meeting minutes as amended that John Skinner was present

Upon roll call vote all alderman present voted for the motion (5).

--Motion by A Wilhoit 2nd by M Lovell for approval of treasurers report as presented. Upon roll call vote all alderman present voted for the motion (5)

--Motion by A Wilhoit 2nd by C Perry to rescind approval of treasurers report as presented Upon roll call vote all alderman present voted for the motion (5)

--Motion by A Wilhoit 2nd by M Lovell for approval of June 2022 bills payable July 2022 Upon roll call vote all alderman present voted for the motion (5)

--Motion by C Davidson 2nd by C Perry on Resolution R-2022-7-2 for the spending of the motor fuel tax money.

Upon roll call vote all alderman present voted for the motion (5)

--Motion by C Davidson 2nd by A Wilhoit on pay estimate #6 to Maquire Iron in the amount of $172,470.00

Upon roll call vote all alderman present voted for the motion (5)

--Motion by C Davidson 2nd by A Wilhoit on spending no more than $1,000.00 on new internet and equipment at the New City Hall

Upon roll call vote all alderman present voted for the motion (5)

--Motion by J Skinner 2nd by C Davidson on boring under Cumberland Street to get water supply to The Woodlands

Upon roll call vote all alderman present voted for the motion (4) , Alderman Lovell abstained

Mayor Davidson: 

--new side walk at Connelly’s Locker will cost around $5,000 – sending to Street & Alley Committee

--paint striping machine would be about $2,892.00 – turn over to Street & Alley Committee 

--having Police Committee meet with Officer Slater on new equipment

--still in the process of working on the Cintas deal

--said the council had a packet in their folders about utilipay

--asked about using water free of charge for the waterball competition being held on August 27th

C Davidson: 

-- on side walk at Connelly’s would need a cap in front and raise concrete to the bottom of the door, will have to be handicap accessible – the handrail would cost about $140 a foot, would probably have around $17,000 to $20,000 wrapped up in it.

--working on the sidewalk by the house by the school

--maybe consider having a school work program employee

--the elevator doesn’t work at the new building

C Perry: 

--said that he received an email from Ruler stating they would send his info to Corporate office about a grocery store

J Skinner: 

--Condolences to Jana’s family on their death

Attorney Bernardoni: 

--states all redistricting has to be touching

--Motion by C Davidson 2nd by C Perry to adjourn meeting at 7:57 pm
