City of Noble City Council met June 27

City of Noble City Council met June 27.

Here are the minutes provided by the council:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Paul Summers, Gary Ulm, Janet Pflaum, Carol O’Dell and Jana Baker. Absent Carl Klingler.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Carol O’Dell to approve June 13, 2022, minutes. Seconded by Jana Baker. All voting Aye.

Freedom Festival will be held on July 2 in the Noble Park.

The Noble Village Hall will be closed Monday July 4.

Mosquito spraying is being done in the Village on Tuesday and Thursday. 2 Tents have been reserved for Chowder.

Next meeting the 2022/2023 budget will be provided for approval. Finance Committee meeting is scheduled for Tuesday, July 5, 2022 at 7p.m.

A Thank You card was received from Dorothea Summers’ family.

Norma Kinkade donated a US Flag to the Village.

Board was informed that Attorney Barry Bright will be retiring in December 2022. Mayor Kessler informed the Board that he is going to talk with Attorney Bart Zuber to see if he would represent Noble and said if they had any other suggestions for an attorney to let him know.

The Village Clerk at the previous meeting asked the Board to consider changing the Village Clerk position from an elected to an appointed position. The Village Clerk informed the Board that the Village Attorney Barry Bright said once this is changed it will take a referendum to change it back. Motion made by Gary Ulm to change the Village Clerk position from an elected position to an appointed position and allow Village Clerk to live outside of village limits. Seconded by Jana Baker. Roll Call Vote Taken, All voting Aye. Ordinance will be prepared and presented at the next board meeting.

Trustee Ulm inquired about the status of placing road pack beside and towards the back alley by the Noble Post Office. The board had previously voted to have this done. Mayor Kessler said rock had been placed in the area and will have Village employees put road pack. This would benefit the entire community.

Trustee Ulm mentioned an area behind 317 W. North Ave. (D. Haerr) property that the Village was going to have ditch dug out so water could drain. Mayor Kessler will get ahold of Steve Kinkade and get an estimate.

Personnel Committee Scheduled for Tuesday, July 5, 2022 at 7:30p.m.

Motion made by Gary Ulm to purchase 20 rolls of stamps at a cost of $1,160.00. Seconded by Paul Summers. All voting Aye.

Motion made by Jana Baker to pay bills. Seconded by Janet Pflaum. All voting Aye.

Motion made by Paul Summers to adjourn the meeting at 7:24 p.m. Seconded by Carol O’Dell.
