City of Noble City Council met June 13

City of Noble City Council met June 13.

Here are the minutes provided by the council:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Karen Totten, Gary Ulm and Carol O’Dell. Remote: Jana Baker and Carl Klingler. Absent Janet Pflaum and Paul Summers. Guest Bill Manuel.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Carol O’Dell to approve May 23, 2022, minutes. Seconded by Jana Baker. All voting Aye.

Treasurer Report and Cash in Bank as of end of May was presented. Motion made by Carol to accept the Treasurer Report as presented. Seconded by Gary Ulm. All voting Aye.

Freedom Festival will be held on July 2 in the Noble Park.

The Noble Village Hall will be closed Monday July 4.

Mosquito spraying will be done in the Village on Tuesday and Thursday. Leroy will be doing the spraying. Once Bill completes his testing and get his license, he will spray also.

Mayor Kessler mentioned property that individuals had purchased and had inquired about getting sewer. Mayor Kessler had talked to Mike Bridges and he will be getting with Bill Manuel.

The ad for the Clerical position for a person to cover for the Collector’s scheduled time off has been sent to the newspaper for publication. Mayor Kessler mentioned the Personnel Committee met and went through the applications (3 applicants) and decision was made to publish an ad and continue to accept applications until July 5.

Motion made by Jana Baker to approve and accept the bid to oil and chip the streets from Larry Heuerman in the amount of $47,265.80 with a completion date of August 1, 2022. Seconded by Gary Ulm. Roll Call Vote Taken, All voting Aye.

Bill Manuel mentioned more patch is needed.

Motion made by Gary Ulm to obtain a quote from Kemper Technologies Consulting to check into computer matters for the Village Hall. Seconded by Jana Baker. All voting Aye.

The Village Clerk asked the Board to consider changing the Village Clerk position from elected to an appointed position. The Village Clerk is considering a move outside of Village of Noble limits. The Village Clerk and the Collector is the same person. The Collector position is appointed. Trustee Baker asked if the change could be where a person lives outside limits but is kept as an elected position. No action taken and matter will be placed on next agenda.

Motion made by Carol O’Dell to pay bills. Seconded by Gary Ulm. All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:22 p.m. Seconded by Jana Baker. All voting Aye.

Meeting adjourned until June 27, 2022, at 7:00 p.m. at the Noble Village Hall.
