City of Noble City Council met May 23

City of Noble City Council met May 23.

Here are the minutes provided by the council:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Karen Totten, Paul Summers, Gary Ulm, Janet Pflaum, Carol O’Dell and Jana Baker. Remote Carl Klingler.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Carol O’Dell to approve May 9, 2022, minutes. Seconded by Jana Baker. All voting Aye.

Turn in projects for new fiscal year budget. Mayor Kessler and the Treasurer will start working on the budget Wednesday.

The Village Hall will be closed Monday, May 30 for Memorial Day.

Bid letting opening is scheduled for June 1 at 10:00 a.m. at the Noble Village Hall for the oil and chip streets program.

Book Barn is in the process of being built and will be placed on Village Hall building. There are areas in the Village Codebook that are needing reviewed.

The EPA is advising against the fence being moved closer to the water tower. If moved 20ft it would be 5ft from the leg of the water tower. Mayor Kessler talked with Justin Wille and was told they are not going to be moving the fence on the left or right, only center field. Justin Wille will be coming to a board meeting when they are ready to present what the league is wanting to do/have done.

Board was informed the Village received funds in the amount of $96,000.00 from Richland County ARP.

Richland County Clerk’s office will hold early voting at Noble Lions Club on May 31 from 4:30–6p.m.

Replacing the old tennis court with a parking lot was mentioned. Mayor Kessler had talked with Justin Wille and was told they are looking into this also and when they get things in order, they will be bringing that to a board meeting.

Mayor Kessler mentioned at the last meeting that the Noble Foods had inquired about some rock and/or work for area behind the Noble Foods. Motion made by Gary Ulm to put rock (road pack) beside the Noble Post Office going north and cut through east side of store in the back area. Seconded by Carl Klingler. Roll Call Vote Taken, All voting Aye.

Board was informed that the mowing letters had been mailed and a couple yards were still not mowed and advised by attorney issuance of a citation would mean legal action. The Board’s decision was to have new pictures taken of the grass/weeds, send certified letters and if no action within 5 day time frame then move forward with citation.

Trustee O’Dell mentioned problems with dogs not being taken care of. She said there were 3 or 4 places and can’t seem to get anyone over here to see about the dogs. Individual was informed unless it was a dog bite, animal control can’t come over. Trustee O’Dell asked what are people supposed to do and commented if Richland County Board is not going to let Animal Control come over then she felt the Village of Noble should not pay annual fee.

Motion made by Carl Klingler to pay bills. Seconded by Carol O’Dell. All voting Aye.

Motion made by Jana Baker to adjourn the meeting at 7:50 p.m. Seconded by Paul Summers. All voting Aye.

Meeting adjourned until June 13, 2022, at 7:00 p.m. at the Noble Village Hall.
