City of Martinsville City Council met Nov. 10.

Here are the minutes provided by the council:

*The meeting was called to order by Mayor Davidson. Alderman Lovell led us in prayer.  All in attendance recited the “Pledge of Allegiance.” Roll call was answered by the following council members and  elected officials: Chris Davidson, Chris Perry, John Skinner, and Troy Propst. Preston Rukes and Melinda Lovell were  absent. Also, in attendance were Mayor Herman Davidson, Clerk Jana Akers, Treasurer Terri Connelly, and  Attorney Richard Bernardoni. Employees and citizens in attendance are attached to the back of the minutes.  

PUBLIC COMMENTS: 

- Motion by T Propst 2nd by C Perry for approval of October 27th Minutes  

Upon roll call vote all alderman present voted for the motion (4) 

- Motion by J Skinner 2nd by T Propst for approval of Treasurer’s report as presented 

Upon roll call vote all alderman present voted for the motion (4) 

- Motion by T Propst 2nd by C Perry on October 2021 bills payable November 2021(amount $194,864.55) 

Upon roll call vote all alderman present voted for the motion (4) 

- Motion by T Propst 2nd by C Davidson on approval of Ordinance 2021-11-1 “Concerning Mandated Policies” 

Upon roll call vote all alderman present voted for the motion (4) 

Tabled until next meeting: 

- Mobile Home Committee Member for Ward 3 

- Linda Inman water bill ($1,394.38)—will discuss next meeting-talked about taking off sewer portion 

-Employee Christmas bonuses (Treasurer Terri Connelly mentioned this has to be paid through payroll) 

Council Comments: 

Mayor Davidson: 

- Congratulates the football & cheer team on their great season. 

- talked about the water tower timeline and packet 

- reminded the council about the gas meeting on the 18th at 6pm for dinner 7pm for training -told council the population of Martinsville at last count was 1,118 people 

- Said Chad Claypool called & informed the city that the order he placed for the Ram was rejected The council will revisit this next meeting 

- informed the council that the city saved $30,000 on refinancing the bonds with a 2.5% interest  

- the new police unit is ready to be picked up 

- he was going to look up the KBB on the police truck 

- said the new ordinances are in & council needed to bring their books next meeting 

C Davidson: 

-- Zoning, says it needs set however it has to be done for business & residential  

- Martinsville on the Move is putting lights on the buildings 

T Propst: 

- mentioned moving vehicles to be able to see coming off Union Street onto Cumberland  

- asked about the VAC truck being used to suck up the leaves 

J Skinner: 

- said the police report that was presented was nice 

- said the football team appreciates all of the support they received this season 

- Motion by T Propst 2nd by J Skinner to adjourn meeting at 7:48pm
