City of Altamont City Council met Nov. 8.

Here are the minutes provided by the council:

The Council of the City of Altamont met in regular session at 6:00 pm in the Council Room of the Municipal Building. The following members were present: Mayor Jason Rippetoe; Commissioner Dan Milleville; Commissioner Todd Slingerland; Commissioner Tayler Polk; Commissioner Mike Walker. Also present – John Broux, Altamont News; Charles Mills, Effingham Daily News; Charles Pagel; Alan Heiens, Altamont Police Chief. and Sarah Stephen, City Clerk.

The Omnibus Vote Agenda comprised of prior meeting minutes and payment of bills, was approved on a motion by Commissioner Polk and seconded by Commissioner Slingerland. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes. (Attachment 1)

Chief Heiens presented the October Police Activity Report.

Charles Pagel mentioned the former Bean Development Mobile Home Park needs mowed and during the fiber optic installation ruts were left in the alley.

Council approved Resolution 2021-11-10; Authorizing Execution of Union Pacific Pipeline Crossing Agreement. Commissioner Slingerland motioned for approval. Commissioner Polk seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes. (Attachment 2) The agreement provides for a sewer main under the railroad to be cleaned and lined.

Council approved Payment to Larry Heuerman in the amount of $17,328.78 for Street Maintenance. Commissioner Polk motioned for approval. Commissioner Walker seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.

Commissioner Slingerland reported a new water line installed on 450th developed a leaking gasket and will need to be reinstalled. Kelly Burton witched a water line on 900th Avenue in an attempt to locate a water main leak. Logging of the reservoir property is going well. Logs are ready for loading. The grease accumulation in the south area of the City will be treated with detergent to help dilute the grease.

Commissioner Walker reported BHMG has downloaded the SCADA system database for testing. Main transformer repair will be done Wednesday. He attended an IMEA meeting regarding the future of the new energy regulations. Net metering policy revisions will need to be in place by March 2022.

Commissioner Milleville reported the Triangle fountain has been winterized. Placement of Schmidt Park Christmas display will begin November 13th. Gilbert Park storage building roof replacement is delayed due to weather. A total of eight moles have been caught at Gilbert Park.

Commissioner Polk reported new trees will be installed Wednesday November 10th.

The meeting was adjourned on a motion by Commissioner Slingerland and seconded by Commissioner Walker. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.
