Village of Moweaqua Village Board met Sept. 14.

Here are the minutes provided by the board:

The Regular Meeting of the Moweaqua Village Council was called to order by Mayor Conlin leading in the Pledge to the Flag. Roll Call was answered by Kenny Long, Mark Traughber via telephone, Steve Jordan, Mike Snyder, Josh Whitney and Sean Hayes. Employees present were Boomer Neece, Chief McReynolds, Brad Sams, Blake Hadley, Mischelle Davis and Attorney for the Village, Scott Garwood was also present. Others present included Brad Metzger, Mark Bingham and Don Wright.

Whitney made the motion to approve the Consent Agenda with additions and corrections including the August Regular Meeting Minutes, Bills to be Paid in September and Treasurer’s Report, Long seconded. Council voting Yes: Long, Traughber, Jordan, Snyder, Whitney and Hayes. No: None.

Village Engineer Mark Bingham presented IEPA Disbursement Request #5 for Loan L17-5609 (non-lead) in the amount of $64,738.97 for pay requests to Chastain & Associates and Petersburg Plumbing. Long made the motion to approve IEPA Disbursement Request #5 for Loan L17-5609 in the amount of $64,738.97 for pay requests to Chastain & Associates and Petersburg Plumbing, Hayes seconded. Council voting Yes: Long, Traughber, Jordan, Snyder, Whitney and Hayes. No: None.

Bingham presented IEPA Disbursement Request #5 for Loan L17-5609 (non-lead) in the amount of $64,738.97 for pay requests to Chastain & Associates and Petersburg Plumbing. After discussion Long made the motion to approve IEPA Disbursement Request #5 for Loan L17-5609 in the amount of $64,738.97 for pay requests to Chastain & Associates and Petersburg Plumbing, Hayes seconded. Council voting Yes: Long, Traughber, Jordan, Snyder, Whitney and Hayes. No: None.

Bingham discussed a plan to improve the storm sewer situation at 106 S. Ponting. During heavy rains the existing storm sewer system does not function properly and backs up into the Timi’s Tours building owned by Timi Kaufman. Bingham stated that installing a wet well pit and check and isolation valve pit should alleviate the problem. A quote of $2,049.50 for the necessary plumbing hook ups was obtained from Stiner’s Plumbing. Bingham stated that the total cost to install the two pits will be approximately $6,000.00. Water & Sewer Superintendent Boomer Neece stated that he will request that Timi Kaufman pay half of the total cost. Whitney made the motion to approve the proposed plan to install the wet well pit and check and isolation valve pit not to exceed $6,000.00 and requesting that Timi Kaufman pay half the cost, Jordan seconded. Council voting Yes: Long, Traughber, Jordan, Snyder, Whitney and Hayes. No: None.

Bingham presented the Putnam Road Drainage Improvements proposal. The goal of the proposal is to develop an adequate drainage route to US 51 approximately 0.25 miles to the South from Cherry Street extending to Route 51. Work to be done by Chastain & Associates includes a topographic survey, drainage analysis and report and concept plans, coordination and construction documents. The total cost is estimated at $11,230.00. Bingham explained that only items 1 and 2 should be approved at this time and item 3 may be revisited at a later date if necessary. The cost for items 1 and 2 is $6,780.00. Jordan made the motion to approve items 1 and 2 of Chastain & Associates recommendation to improve drainage on South Putnam at a cost of $6,780.00, Long seconded. Council voting Yes: Long, Traughber, Jordan, Snyder, Whitney and Hayes. No: None.

Attorney Garwood presented Ordinance #2021-15 Amending Chapter 51 (Water Rates and Regulations) of the Moweaqua Village Code relating to utility deposits. After review and discussion Hayes made the motion to approve Ordinance #2021-15 Amending Chapter 51 (Water Rates and Regulations) of the Moweaqua Village Code relating to utility deposits, Whitney seconded. Council voting Yes: Long, Traughber, Jordan, Snyder, Whitney and Hayes. No: None.

Attorney Garwood presented Ordinance #2021-16 Adopting a Whistleblower Protection Policy. The policy prohibits a unit of local government or any agent or representative of a unit of local government from retaliating against an employee or contractor who reports an improper governmental action as defined by state statute, cooperates with an investigation by an auditing official related to a report of improper governmental action or testifies in a proceeding pr prosecution arising out of an improper governmental action. Whitney made the motion to approve Ordinance #2021-16 Adopting a Whistleblower Protection Policy, Hayes seconded. Council voting Yes: Long, Traughber, Jordan, Snyder, Whitney and Hayes. No: None.

Attorney Garwood presented Ordinance #2021-17 Authorizing and Providing for the Issue of $820,000.00 Taxable General Obligation Refunding Bonds (Alternate Revenue Source), Series 2021 of the Village of Moweaqua, Shelby and Christian Counties, Illinois. After discussion Snyder made the motion to approve Ordinance #2021-17 Authorizing and Providing for the Issue of $820,000.00 Taxable General Obligation Refunding Bonds (Alternate Revenue Source), Series 2021, of the Village of Moweaqua, Shelby and Christian Counties, Illinois, For the Purpose of Refunding Certain Outstanding Bonds of Said Village and Providing for the Levey of Direct Annual Tax Sufficient to Pay such Principal and Interest if the Pledged Revenues are Insufficient to Make Such Payments and Authorizing the Sale of Said Bonds to the Purchaser Thereof, Whitney seconded. Council voting Yes: Long, Traughber, Jordan, Snyder, Whitney and Hayes. No: None.

Mayor Conlin presented a resignation notice from Adam Jones. Jones last day will be September 24th, 2021. Whitney made the motion to accept the resignation from Adam Jones, Long seconded. Council voting Yes: Long, Traughber, Jordan, Snyder, Whitney and Hayes. No: None.

Whitney made the motion to enter Executive Session Regarding the appointment, employment, compensation, discipline, performance or dismissal of a specific employee, Long seconded. Council voting Yes: Long, Traughber, Jordan, Snyder, Whitney and Hayes. No: None.

Whitney made the motion to end Executive Session, Long seconded. Council voting Yes: Long, Traughber, Jordan, Snyder, Whitney and Hayes. No: None.
