City of Altamont City Council Met July 12.

The Council of the City of Altamont met in regular session at 6:00 pm, in the Council Room of the Municipal Building. The following members were present: Mayor Jason Rippetoe; Commissioner Dan Milleville; Commissioner Mike Walker; Commissioner Tayler Polk. Also present – Mark Hoskins, Altamont News; Charles Mills, Effingham Daily News; Alan Heiens, Altamont Police Chief; Dillon Meier, Electric Department Supervisor and Sarah Stephen, City Clerk. Commissioner Todd Slingerland was absent.
The Omnibus Vote Agenda comprised of prior meeting minutes and payment of bills, was approved on a motion by Commissioner Walker and seconded by Commissioner Milleville. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Polk, yes; Mayor Rippetoe, yes. (Attachment 1)
Chief Heiens presented the June 2021 Police Activity Report. Commissioner Polk asked what action is taken when ATV’s are driven on City streets. Chief Heiens stated the driver would be issued a ticket for improper usage of ATV on roadway, which is a fine of $160.00.
Council approved Ordinance 709-21 Authorizing Purchase of Real Property for Utility Purposes (South Sanitary Sewer Lift Station Force Main Replacement – Schultz Property). Commissioner Polk motioned for approval. Commissioner Walker seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker yes; Commissioner Polk, yes; Mayor Rippetoe, yes. The easement will provide for placement of a sewer main.
Council approved Purchase of SCADA System Replacement for Electric & Water Departments Not to Exceed of $155,000. Commissioner Walker motioned for approval. Commissioner Polk seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes. The SCADA programming and installation will be performed by BHMG Engineers.
Council approved a Grant Services Agreement with South Central IL Regional Planning & Development Commission in the Amount of $30,000 for Sewer Line Replacement. Commissioner Polk motioned for approval. Commissioner Milleville seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.
Council approved Grant Writing Service Agreement with South Central IL Regional Planning & Development Commission in the Amount of $2,500 for Main Street Water Line Replacement. Commissioner Polk motioned for approval. Commissioner Walker seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.
Council approved the Purchase of Squad Car, Not to Exceed $35,000 Including Accessories. Commissioner Walker motioned for approval. Commissioner Milleville seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.
Council approved $20,000 of Tourism Funds to the Altamont 150th Sesquicentennial Celebration on a motion by Commissioner Walker. Motion seconded by Commissioner Polk. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.
Council approved Consulting Forester Agreement with Holzmueller Forestry Consulting for Development of Timber Management Plan at Water Reservoir. Commissioner Polk motioned for approval. Commissioner Walker seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Polk, yes; Mayor Rippetoe, yes. A 10 year forest management plan will be designed to consist of 50-100 acres per year.
Mayor Rippetoe announced the Fiscal Year Ending 2022 Estimated Appropriation as $8,247,546, which is an increase of $963,087 over the previous year.
Commissioner Walker reported the SCADA system replacement now will begin.
Commissioner Milleville reported there is much work in progress, such as the Triangle fountain abd Schmidt Park playground equipment is being painted.
Commissioner Polk and Mayor Rippetoe had nothing to report.
The meeting was adjourned on a motion by Commissioner Walker and seconded by Commissioner Milleville. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.
