City of Martinsville City Council Met May 12.

Here is the minutes provided by the council:

*The meeting was called to order by Mayor Davidson, prayer was given by Melinda Lovell and all in attendance recited the “Pledge of Allegiance”. Roll call was answered by the following council members and elected officials: Chris Davidson, Chris Perry, Melinda Lovell, Troy Propst, John Skinner and Preston Rukes. Also, in attendance were Mayor Herman Davidson, Clerk Jana Akers, Treasurer Terri Connelly, attorney Richard Bernardoni. Employees and citizens in attendance are attached to the back of the minutes.

PUBLIC COMMENTS:

-Joyce Bishop was in attendance to speak to the council about the recent vandalism at the city cemetery and would the council to consider discussing a street light.

*Motion by M Lovell 2nd by P Rukes to approve minutes of council meeting from 04/28/2021 Upon roll call vote all alderman present voted for the motion (6)

*Motion by C Davidson 2nd by T Propst to go into executive session at 7:16 pm on 05/12/21 Upon roll call vote all alderman present voted for the motion (6)

*Motion by C Davidson 2nd by P Rukes to end executive session at 7:31pm on 5/12/21 Upon roll call vote all alderman present voted for the motion (6)

*Motion by T Propst 2nd by J Skinner for Collector to receive $2 per hour pay raise and all other full-time city employees to receive $1 pay raise per hour. Ordinance # 2021-5-1

Upon roll call vote all alderman present voted for the motion (6)

*Motion by C Davidson 2nd by T Propst to temporarily adjourn meeting

Upon roll call vote all alderman present voted for the motion (6)

OPEN OF NEW MEETING

*Roll call of all 5 council members answered

*Attorney Bernardoni sworn in Jana Akers as New City Clerk

*City Clerk swore in Mayor Davidson, Alderman C Davidson, J Skinner, Treasurer T Connelly

*Mayor Davidson reappointed T Propst Alderman in Ward 3 council approve with motion made by C Davidson 2nd by P Rukes

Upon roll call vote all alderman present voted for the motion (5)

*Motion to make D Sharp from deputy collector to Collector by J Skinner 2nd by C Davidson Upon roll call vote all alderman present voted for the motion (6)

*Consideration and action on Motor Fuel Tax Resolution #R2021-5-1 presented by Dallas Richardson in the amount of $72k for MFT program. Motion was made my J Skinner 2nd by T Propst Upon roll call vote all alderman present voted for the motion (6)

*Motion to approve Committee assignments, Richard Bernardoni as attorney, and C Cook as Water Superintendent presented by Mayor Davidson, motion made by C Davidson 2nd C Perry Upon roll call vote all alderman present voted for the motion (6)

*Motion to approve the purchase of the 2005 International Model 7400 4X2 Vac Truck at a cost of $75,000 made by T Propst 2nd by C Davidson

Upon roll call vote all alderman present voted for the motion (6)

COUNCIL COMMENTS

-Maxey Tree Service got the tree at Woodland Park down

-Mayor Davidson made contact with Collin Mosely who is a representative for Darren Bailey about the water tower

-The Truelove property on West Cumberland Street was again discussed and council is not happy with the time it is taking to get this cleaned up. Attorney Bernardoni is going to contact Truelove’s attorney

 -Mayor Davidson informed council that only two application were received for police officer and one for part-time help.

-P Rukes mentioned condition of two alley ways by his residence

With no other comments:

*Motion by C Davison 2nd by C Perry to adjourn the meeting

All council members present voted for the motion. (6)
