City of Martinsville City Council Met April 14.

Here is the minutes provided by the council:

*The meeting was called to order by Mayor Davidson, all in attendance recited the “Pledge of Allegiance”. Roll call was answered by the following council members and elected officials: Chris Davidson, Chris Perry, Troy Propst, John Skinner and Preston Rukes with Melinda Lovell absent. Also, in attendance were Mayor Herman Davidson, Clerk Marlene Wilhoit, Treasurer Terri Connelly and attorney Richard Bernardoni. Employees and citizens in attendance are attached to the back of the minutes.

PUBLIC COMMENTS:

-none

*Motion by J Skinner 2nd by C Davidson to approve minutes of council meeting from 03/24/2021 Upon roll call vote all alderman present voted for the motion (5)

*Motion by T Propst 2nd by P Rukes to approve treasurer report as presented,

Upon roll call vote all alderman present voted for the motion (5)

*Motion by C Davidson 2nd by T Propst to approve March 2021 bills payable April 2021 in the amount of $223,171.76.

Upon roll call vote all alderman present voted for the motion (5)

*Bids for garbage collection service were opened with bids from Wallace Bros Disposal, Kesler Disposal and Republic Services

Motion by C Davidson 2nd by P Rukes to accept the bid from Wallace Brothers Disposal of $184,800.00 for a two-year contract plus $300 per 20-yard roll offs for spring and fall clean up with the Mayor authorized to sign the contract.

Upon roll call vote all alderman present voted for the motion (5)

*Council approved accepting bids for hiring a police officer starting now through May 12, 2021 at which time council will start process of looking at applications

*Council briefly discussed office cleaning and tabled further discussion.

*Council discussed recognition signage at entrances to city, possible consideration and idea of cost.

*Council was informed the Vac truck has not made it to destination yet due to some minor corrections but should be here by the end of the month.

*Council was informed of a dangerous tree at the Woodland’s park that needs to come down and if any others in town to let Mayor know.

*Motion by C Davidson 2nd by P Rukes to go into executive meeting to consider the appointment, employment, compensation, discipline, performance or dismissal of a specific employee @ 7:35 PM.

Upon roll call vote all alderman present voted for the motion (5)

*Motion by C Davidson 2nd by C Perry to resume into regular meeting @ 7:50 PM Upon roll call vote all alderman present voted for the motion (5)

COUNCIL COMMENTS

Attorney Bernardoni will hold his newly elected seminar 1 hour before the May 12th meeting to go over topics for the newly elected council. New council will be seated at the May 12th meeting. With no one running for the 4-year term in Ward 3 currently held by T Propst the Mayor has 60 days to submit and appointment to fill that position for a 2-year term. Until that time Propst will still maintain that seat.

With no other comments:

*Motion by C Davison 2nd by P Rukes to adjourn the meeting @ 8:55 PM.

All council members present voted for the motion. (5)
