City of Altamont City Council Met Feb. 22.

Here is the minutes provided by the council:

The Council of the City of Altamont met in regular session at 6:00 pm in the Community Room of the Municipal Building. The following members were present: Mayor Jason Rippetoe; Commissioner Dan Milleville; Commissioner Mike Walker; Commissioner Tayler Polk. Also present – Carissa Sitki, Altamont News; Charles Mills, Effingham Daily News; Vaughn Voelker, Water Dept. Supervisor and Sarah Stephen, City Clerk. Commissioner Todd Slingerland was absent.

The Omnibus Vote Agenda comprised of prior meeting minutes and payment of bills, was approved on a motion by Commissioner Walker and seconded by Commissioner Polk. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Polk, yes; Mayor Rippetoe, yes. (Attachment 1)

Council approved a contract with Wendling Landscape for Landscape Border Installation at the Municipal Building in the Amount of $2,645.90. Commissioner Milleville motioned for approval. Commissioner Walker seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.

Council tabled action regarding entering into a timber contract with Travis Voelker for timber harvesting at the water reservoir. They requested Mr. Voelker be present to discuss the project. Mayor Rippetoe stressed he would like to see the timber managed properly to provide future harvesting. He suggested an arborist recommend the trees to be harvested.

Council approved Purchase of Ball Diamond Lighting in the Amount of $25,052.72. Commissioner Polk motioned for approval. Commissioner Walker seconded. Commissioner Walker seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Polk, yes; Mayor Rippetoe, yes. Installation at diamond A, to replace non-functioning lighting, will be completed by the City Electric Department. $18,556.58 will be reimbursed by Illinois Municipal Electric Agency Energy Efficiency Grant Program. Replacement with LED lighting will reflect a considerable savings of non-billable electric use. Thereby saving all Altamont electric customers.

Commissioner Walker reported sensor failures and fuel line freezing at the generation plant required many man hours during the winter storm. IMEA requested the City produce electric by generation rather than buying from the increased costs of the grid.

Commissioner Milleville commended all the employees for efforts during the snow storm.

Commissioner Polk reported a new salt spreader was purchased, aiding in the good street clearing work of the Street Department.

Mayor Rippetoe had nothing to report.

Clerk Stephen reported employee overtime hours during the week of the snow storm included 31.5 for water leaks, 37 snow removal and 49.5 operating generation plant. Milano & Grunloh have been in contact with Commissioner Slingerland indicating IEPA has a 100% grant available for installation of new utility to underserved wastewater communities. This could open opportunities for the City to provide sanitation services to outlying areas of Coon Creek and Frederking Subdivisions. The matter will be discussed in future meetings.

The meeting was adjourned on a motion by Commissioner Polk and seconded by Commissioner Milleville. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.
