City of Martinsville City Council Met Dec. 9.

Here is the minutes provided by the council:

*The meeting was called to order by Mayor Davidson, Alderman Lovell opened the meeting with prayer and all in attendance recited the “Pledge of Allegiance”. Roll call was answered by the following council members and elected officials: Chris Davidson, Chris Perry, Melinda Lovell, Troy Propst, John Skinner and Preston Rukes. Also, in attendance were Mayor Herman Davidson, Clerk Marlene Wilhoit, Treasurer Terri Connelly and attorney Richard Bernardoni. Employees and citizens in attendance are attached to the back of the minutes.

PUBLIC COMMENTS: None

*Motion by C Davidson 2nd by M Lovell to approve minutes of council meeting from 10-28-2020. Upon roll call vote all alderman present voted for the motion (6)

*Motion by M Lovell 2nd by T Propst to approve the Treasurer’s report for both November 2020 and December 2020 as presented.

Upon roll call vote all alderman present voted for the motion (6)

*Motion by C Davidson 2nd by P Rukes to approve October 2020 bills payable November 2020 and November 2020 bills payable December 2020 in the combined amount of $136,443.03.

Upon roll call vote all alderman present voted for the motion (6)

Brenda Littlejohn with Martinsville on the Move presented the city with a quit claim deed to the property located at 101 S Iris Lane named “The Woodlands”. She read aloud the deed noting the restrictions. They are hoping for a grand opening in April or May 2021.

*Motion by C Davidson, 2nd by P Rukes to accept the property located at 101 S Iris Lane.

Upon roll call voted: Davidson, Perry, Propst, Skinner and Rukes voted in favor with Lovell abstaining from the vote.

Brenda Littlejohn presented council with a $5000 check from the Linn Foundation Grant to be used for maintenance and operating expenses of Linn Park and The Woodlands Park.

*Motion by J Skinner 2nd by M Lovell to accept the attached dates for 2021 council meetings and paid holidays. Upon roll call vote all alderman present voted for the motion (6)

*Motion by C Davidson 2nd by T Propst to adopt Ordinance 2020-12-1 titled “An Ordinance Concerning Quorum”

Upon roll call vote all alderman present voted for the motion (6)

*Motion by P Rukes 2nd by C Davidson to accept Coles County Regional Planning & Development Commission FY 2021 Technical Services Agreement and Resolution R2020-12-1.

It was noted that FirstMid Bank is closing their Martinsville branch and permission will be need to close out accounts and/or move them. This will be tabled until a later date.

*Motion by C Davidson 2nd by M Lovell to award Christmas bonuses to all full-time employees of $300 and to M Kingery $200 and $25 gift certificates from Outdoor Obsessions to all 8 part time police officers. Upon roll call vote all alderman present voted for the motion (6)

COUNCIL COMMENTS:

* Truelove property update? Has had enough time to get this cleaned up. Have our attorney contact his attorney and tell him time is up and that all buildings need to be demolished

* Had in inquiry from a group interested in making a bicycle trail on city property next to the medical center offering to do all the work at their expense. Path would only be 18” wide for bicycle’s only andnoted that if there was signage which they would install there shouldn’t be any liability to the city and noinsurance coverage would be needed. Ask them to attend a meeting

*nomination petitions for election can be filed starting December 14 to the 21st.

With no other comments:

**Motion by C Davidson 2nd by C Perry to adjourn the meeting @ 7:37 PM. 

All council members present voted for the motion. (6)
