City of Altamont City Council met Oct. 26.

The Council of the City of Altamont met in regular session at 6:00 pm in the Community Room of the Municipal Building. The following members were present: Commissioner Dan Milleville; Commissioner Todd Slingerland; Commissioner Mike Walker; Commissioner Tayler Polk and Mayor Jason Rippetoe. Also present – Carissa Sitki, Altamont News; Charles Mills, Effingham Daily News; Michael Tappendorf, Milano & Grunloh; and Sarah Stephen, City Clerk.
The Omnibus Vote Agenda comprised of prior meeting minutes and payment of bills, was approved on a motion by Commissioner Polk and seconded by Commissioner Walker. Members voted as follows:
Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes. (Attachment 1)
Council approved the Bicycle, Pedestrian & Streetscape Plan as presented by Milano & Grunloh in the public hearing held prior to the Council meeting. Commissioner Slingerland motioned for approval.
Commissioner Polk seconded. Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.
Resolution 2020-10-09 Funding for Cycle 14 Illinois Transportation Enhancement Program Grant Project, Sidewalk Replacement was approved on a motion by Commissioner Slingerland.
Commissioner Walker seconded. Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.
Commissioner Polk motioned to approve funds transfer concerning the Division Street Project.
Commissioner Milleville seconded. Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.
Funds will be respectively transferred to the General Fund – Street & Alley Savings $10,000; Sales Tax Savings $35,000; Special Accounts $35,000; TIF Funds $10,000; Motor Fuel Funds $10,000.
Ordinance 698-20 Authorizing Execution of IMLRMA Minimum/Maximum Contribution Agreement in the Amount of $136,773 was approved on a motion by Commissioner Polk and seconded by
Commissioner Milleville. Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.
Commissioner Slingerland stated that following many discussions regarding a water main replacement project, the necessity to approve an engineer in order to proceed with the project has been determined.
However, he cannot in good faith make a motion for Milano & Grunloh Engineers. Commissioner Mike Walker motioned to approve Milano & Grunloh as engineers for the water main extension project.
Commissioner Polk seconded. Commissioner Milleville, no; Commissioner Walker, yes; Commissioner Slingerland, no; Commissioner Polk, yes; Mayor Rippetoe, yes.
Commissioner Slingerland reported he met with Lee Beckman, Milano & Grunloh Engineers, to discuss replacement of an 8”water main beginning at the water tower and continuing north, along the east side of Main Street, a distance as provided in grant funding. He stated phasing the water main replacement will require the City to pay for engineering fees and 10% contingency fees. An ordinance will be presented at the next meeting establishing a new customer charge. The dam valve inspection report has been received from Midco Diving Services in which valve replacement, among other items, was recommended. Sewer Department is waiting for electronic box to continue with north treatment plant aerator installation.
Commissioner Walker reported two employees have completed underground residential distribution training. Tree trimming continues. A backlog of supply orders has delayed several projects.
Commissioners Milleville reported he has been working with mowing contractors to prepare Schmidt Park for Ho Ho Land setup.
Commissioner Polk reported leaf pickup has started. Street Department assisted the Water Department in water service installations.
Mayor Rippetoe reported 1000th Street ditches have been cleaned by Mound Township. This will create new issues for the City to slow runoff coming to town.
