City of Altamont City Council met Oct. 12.

Here is the minutes provided by the council:

The Council of the City of Altamont met in regular session at 6:00 pm in the Community Room of the Municipal Building. The following members were present: Commissioner Dan Milleville; Commissioner Todd Slingerland; Commissioner Mike Walker; Commissioner Tayler Polk and Mayor Jason Rippetoe. Also present – Carissa Sitki, Altamont News; Charles Pagel; Charles Mills, Effingham Daily News; Gale Warner; Hope Wheeler, CliftonLarsonAllen; Alan Heins, Altamont Police Chief; Doug Holman; Christopher Luckey; and Sarah Stephen, City Clerk.

The Omnibus Vote Agenda comprised of prior meeting minutes and payment of bills, was approved on a motion by Commissioner Polk and seconded by Commissioner Milleville. Members voted as follows: Milleville, yes; Walker, yes; Commissioner Slingerland, yes; Polk, yes; Mayor Rippetoe, yes. (Attachment 1)

Chief Heiens introduced new police officer, Christopher Luckey and presented the September 2020 Police Activity Report. Doug Holman addressed the September K-9 Activity Report.

Charles Pagel asked if a decision had been made regarding the tree and sidewalk at 17 West John Adams Ave. Commissioner Polk stated the homeowner needs to submit a request and/or permission to remove the tree.

Hope Wheeler, CliftonLarsonAllen, presented the FYE 2020 Audit. She stated the City audit was conducted without any issues. No concerns were found during the audit.

Resolution 2020-10-08; Authorizing Library Property Tax Abatement for Enterprise Zone was approved on a motion by Commissioner Polk. Commissioner Walker seconded. Members voted as follows: Milleville, yes; Walker, yes; Commissioner Slingerland, yes; Polk, yes; Mayor Rippetoe, yes.

Ordinance 697-20; Noise Control was approved on a motion by Commissioner Polk and seconded by Commissioner Milleville. Members voted as follows: Milleville, yes; Walker, yes; Commissioner Slingerland, yes; Polk, yes; Mayor Rippetoe, yes. The ordinance limits playing of music louder than an average conversational level at a distance of 75 feet or more before 9:00 am and after the hours of 9:00 pm Sunday through Thursday and 11:00 pm on Friday and Saturday.

Council approved the purchase of a 2013 Chevy Silverado Truck from A&H Implement in the amount of $14,685.00. Commissioner Polk motioned for approval. Commissioner Walker seconded. Members voted as follows: Milleville, yes; Walker, yes; Commissioner Slingerland, yes; Polk, yes; Mayor Rippetoe, yes.

James Walker addressed the Council requesting the opportunity to provide sanitation service to the City. He would provide weekly service and totes for the cost of $3500 per week. Commissioner Slingerland stated if the Council chose to advertise for bids they would be received in April 2021.

Commissioner Slingerland reported aerators have not been installed, waiting on a meter loop. He and Terry Hahn reviewed the sewer main camera inspection with a VisuSewer representative. They recommended repairs of less than $300,000 and less than 800 feet of main replacement. Other repairs could be joint connection repairs. Recent water department lead and copper tests were all at low levels.

Commissioner Walker reported new residential installations have been completed. Tree trimming continues. Projects are awaiting material delivery.

Commissioners Milleville had nothing to report.

Commissioner Polk reported a culvert was replaced on north Tenth St. Mayor Rippetoe had nothing to report.

Council entered into Executive Session for the Purpose of Discussing Personnel 5 ILCS 120/2 (c ) (1) on a motion by Commissioner Milleville and seconded by Commissioner Slingerland. Members voted as follows: Milleville, yes; Walker, yes; Commissioner Slingerland, yes; Polk, yes; Mayor Rippetoe, yes.

Upon returning to open session Council discussed vacant buildings for possible condemnation. Discussion was then held regarding the water main replacement project, what type of plan to develop, engineers to utilize, funding and a customer fee for various improvements.

The meeting was adjourned on a motion by Commissioner Polk and seconded by Commissioner Walker. Members voted as follows: Commissioner Milleville, yes; Walker, yes; Commissioner Slingerland, yes; Polk, yes; Mayor Rippetoe, yes.
