This portion of the City Council meeting is reserved for persons who desire to address the Council. The Illinois Open Meetings Act mandates that the City Council may NOT take action on comments received on matters that have not been identified on this agenda, but the Council may direct staff to address the topic or refer the matter for action on the agenda for another meeting. Persons addressing the Council are requested to limit their presentations to three minutes and to avoid repetitious comments. We would also ask you to state your name and address for the record as well as stand when speaking.

Motion - Adopt Resolution No. 2020-3108, authorizing a $10,000 maximum agreement with the Coles County Regional Planning & Development Commission for Technical Assistance for services to be rendered from December 1, 2020 to November 30, 2021 on a time and expense basis and authorizing the mayor to sign all documents. 2. Motion – Adopt Resolution No. 2020-3109: Authorizing an agreement with the Coles County Regional Planning & Development Commission with a maximum amount of $3,000 for administration of the Mattoon Revolving Loan Fund for services to be rendered from December 1, 2020 to November 30, 2021 on a time and expense basis and authorizing the mayor to sign all documents. 3. Motion – Approve Council Decision Request 2020-2076: Awarding the 2020/2021 Water Treatment Plant chemical bids to:
USALCO for Alum @ $0.2218 /pound
Brenntag for Ammonium Sulfate @ $0.3350/pound
Matheson Tri-Gas for Carbon Dioxide @ $0.0845 /pound
Polydyne for Cationic Polymer @ $0.6300 /pound
Brenntag for Chlorine @ $0.2689 /pound
Univar for Fluoride @ $0.2180 /pound

4. Motion – Adopt Special Ordinance No. 2020-1760: Declaring personal property owned by the municipality surplus and authorizing the sale or disposal of the property. (Gover)
5. Motion – Approve Council Decision Request 2020-2077: Awarding the bid in the amount of $32,000 worth of yard waste grinding services from R&R Services; and authorizing the sale of the Vermeer TG525L Tub Grinder for those grinding services. (Graven)
6. Motion – Adopt Resolution No. 2020-3110: Approving an amended and restated intergovernmental agreement and membership in the Government Telecommunications Consortium (GovTC) intergovernmental agreement; and authorizing the mayor to sign the agreement. (Gover)
7. Motion – Adopt Special Ordinance No. 2020-1761: Declaring the parking lot located at 1100-1112 Broadway no longer necessary or required for use of the municipality; and authorizing the solicitation of bids for the sale of the property. (Cox)
8. Motion – Adopt Resolution No. 2020-3111: Approving the continuance of a Local State of Emergency due to the virus (Coronavirus COVID-19). (Gover)
