The Board of Education of Shelbyville Community Unit School District No. 4 met in a Regular Board meeting at 7:00 P.M. in the Shelbyville High School Gym. Members present: Gary Hayden, Mike Durbin, Jake Hankins, Scott West and Rob Bosgraaf. Absent: Ellen Trainor

General Instructional Expectations using Google Classroom

1. All teachers will establish a google classroom for each of their courses taught. This can be, but does not have to be, separated into individual sections. The way in which a teacher organizes their unique course sections remains a decision based upon personal preference. All students should be enrolled into their respective google classroom courses by the end of the first week of school.

2. Within each google classroom course, teachers will organize all instructional materials by calendar date. For example, Monday, August 31, 2020. Teachers will provide brief lesson instructions and all of the essential materials needed inside each calendar listing.

3. All instructional materials for the day will be scheduled to appear in google classroom by 8:00 am each morning. Teachers will have additional planning time between the hours of 2:00pm-3:lSpm. At this time, teachers will plan, prepare, and schedule all instructional content for the next student attendance day. Students who are attending in person will receive the instructional content alongside personalized teaching, while students who are absent due to illness or quarantine will continue to have the ability to remain engaged using the google classroom platform. Teachers will focus on the essential learning objectives when sharing out information and resources within google classroom. Hard copies of student make up work will not be collected or distributed by the SHS office staff.

4. Teachers will enable the student comment feature within google classroom. They will answer questions and provide meaningful feedback every day. All grades will be updated by the end of each week.

Remote Leaning Plan - In-Person Instruction (recommended)

Within this instructional model, students will report to their school building 5 days each week. The instructional day will be compressed with courses beginning at 8:00am and concluding at 2:00pm. 

If my child is sick or quarantined, how will they proceed with their coursework?

Teachers will be provided with additional planning time from 2:00pm - 3:15pm. During this time, teachers will coordinate communication with students who were absent. All make up work will be assigned using either google classroom or student gmail. Please have your student check their communication platforms and complete the assigned make up work in a timely manner. All daily assignments and lessons will be uploaded into google classroom by 8:00am as part of our general instructional expectations.

For students who are engaged with in person instruction, what will happen if we are forced into a school closure?

It is important to maintain the relationships established during the educational process. With this in mind, students would proceed in this scenario with instruction using a remote learning platform (google classroom). Teachers will utilize google classroom throughout the in-person experience under the presumption that this technology tool may be needed at times, and within varying circumstances. During temporary or prolonged closures, students will be provided with flexible timelines and a grading model that is consistent with in-person instruction. All assignments and lessons will be uploaded into google classroom every day by 8:00am. In addition to the coursework provided, students will be required to submit a semester project for each of their courses (15% of final grade).

DIGITAL OPTION (homeschooling platform provided by the school district)

The digital option will utilize an online learning platform called Edgenuity. Students will be enrolled in accredited courses based upon the equivalency offerings within this program. The program will be managed and enriched by specific educators at Shelbyville High School. In addition to the digital coursework provided, students within this platform will be required to submit a semester project for each of their courses {15% of final grade). Students will not partake in the google classroom platform as it pertains to in-person instruction.

Russell Tomblin reported:

• Facilities-Moulton has seen some major improvements to the facilities. The classrooms all have new tile replacing the asbestos tiles. The band room had new carpet installed. The office has new wall decor that was installed in April and will be new to the students. We thank the companies and individuals involved in these projects!

• Orientation- This year, Moulton's Orientation Night will be completed remotely. We will record information typically shared on that night and post it on the website and district social media pages.

• School Improvement Plan (SIP) Goals-The Moulton Leadership Team met over the summer to review, select, and begin developing our school improvement goals. A Google Doc is used to have each grade level and department review practices that are used and practices that can be added to support the building's goals. The goals for 2020-21 are the same as last year. We felt they are still a work in progress and are especially applicable to the needs of our students for this upcoming year.

1. Assist in enhancing students' mental health through a positive, proactive mindset and age appropriate coping skills.

2. Improve students' verbal and written communication skills with peers and adults.

3. Enhance mathematical skills and understanding throughout all classrooms.

• P.B.I.S- Our P.B.I.S. (Positive Behavioral Interventions and Supports) program serves as a reminder to our students to make positive decisions. There are two committees related to this program. Universal and Secondary Teams. The Universal looks at ways to involve and encourage all students. The Secondary Team looks at data related to our Tier II and Ill students who are needing additional supports. Lelia Miller (PBIS coordinator) will lead these teams that will help identify unique ways for us to continue to serve our students both in person and remotely.

o $175.63/child in Prevention Initiative, Preschool for All and Preschool Expansion - Total of $23,885.68

o Funds can be used for:

• Mental Health consultation

• PPE for children and staff

• Salaries for staff working outside their normal work hours

• PD for trauma-informed care

• Technology for parent support/remote learning

• Developmentally appropriate hands-on home learning activity materials

Shane Schuricht reported:

• Evidence Based Funding: The District received confirmation from ISBE that the school district should receive the same amount of funds this year as last year. The amount is $4,636,973.58. We are hearing that drastic cuts will come to education at some point if the progressive income tax does not pass in November and if the Federal government does not provide a bailout to the state.

• Corporate Personal Property Replacement Tax (CPPRT): The District received information on how much in CPPRT funds it will receive for FY21. This amount is $243,040. By comparison, the District received $294,367.04 in FY20.

• SHS Auditorium: Auditorium should be completed by the beginning of school. It looks excellent. One area that needed to be addressed was the painting of the support for the stage lights that hangs over the audience seating. This was not part of the original quote. It was an eyesore after the rest of the auditorium painting took place. The quote was for $4,626.72. Allied Design is giving the school district $3,000 for the completion of the painting. The school district will pay the remaining $1,626.72.

• Moulton Tiles: Finished!

• New Teacher Orientation: On August 13th, the District had our annual New Teacher Orientation. We have 9 new teachers to the District. All of them were in attendance and most of their mentors were also able to attend. Looks like a really good group of teachers!

2:220 School Board Meeting Procedure

The policy, Legal References, Cross References, and footnotes are updated in response to amendments to the Open Meetings Act (OMA), 5 ILCS 120/7(e)(l)-(10), amended by P.A.

101-640. The amendments address board meetings in open or closed sessions by audio or video conference without the physical presence of a quorum as long as the board meets certain statutory conditions.

2:260 Uniform Grievance Procedure

The policy, Legal References, Cross References, and footnotes are updated in response to Title IX regulations and to explicitly direct any sexual harassment complaints involving Title IX to NEW policy 2:265, Title IX Sexual Harassment Grievance Procedure. Other continuous improvement updates are also made to the policy and footnotes.

2:265 Title IX Sexual Harassment Grievance  Procedure

NEW. The policy is created to facilitate implementation of Title IX regulations, which require districts to take a number of actions to respond to reports of sexual harassment in its education program or activity.

4:180 Pandemic Preparedness Management and Recovery

RENAMED. The policy, Legal References, Cross References, and footnotes are updated in; response to the General Assembly, the Ill. State Board of Education (ISBE), Ill. Attorney General, and the U.S. Dept. of Education taking a number of actions and/or issuing guidance documents to address the ongoing COVID-19 pandemic as it affects public school operations and student learning. In addition to these general updates throughout the policy and footnotes, some specific new additions to the policy include:

1. The OMA amendments of 5 ILCS 120/7(e)(l)-(10), amended by P.A. 101-640 that are discussed above in 2:220, School Board Meeting Procedure; 2. The requirements of the board related to 105 ILCS 5/10-30(3), added by P.A. 101-643 are added and are discussed further in 6:20-AP, Remote and/or Blended Remote Learning Day Plan(s), below. 3. The reasons explained directly below in 4:180-AP3, Grant Flexibility; Payment of Employee Salaries During a Pandemic.

5:10 Equal Employment and Opportunity and Minority Recruitment

The policy, Cross References, and footnotes are updated in response to Title IX regulations and to explicitly reference the Title IX Coordinator. Other continuous improvement updates are also made to the policy, Legal References, and footnotes.

5:20 Workplace Harassment Prohibited

The policy, Cross References, and footnotes are updated for the reasons discussed in 2:260, Uniform Grievance Procedure, above. Continuous improvement updates are also made to the Legal References.

5:220 Substitute Teachers

The policy and footnotes are updated in response to 40 ILCS 5/16-118, amended by P.A. 101-645, extending until June 30, 2021, the limit of 120 paid days or 600 paid hours that a TRS annuitant can work as substitute teacher in a school year. Other minor style updates are also made to the footnotes.

5:330 Sick Days, Vacation, Holidays and  Leaves

The policy and footnotes are updated in response to 2020 Election Day designated by 10 ILCS 5/2B-10, added by P.A. 101-642 and 105 ILCS 5/24-2(e), amended by P.A. 101642 designating 11-3-2020 as a legal school holiday for purposes of 105 ILCS 5/24.

7:10 Equal Educational Opportunities

The policy, Cross References, and footnotes are updated in response to Title IX regulations, to explicitly reference the Title IX Coordinator, and to insert an option in the footnotes for boards to reflect guidance in the Ill. State Board of Education's Sample District Policy and Administrative Procedures for supporting transgender, non-binary, and gender non-conforming students. Continuous improvement updates are also made to the Legal References.

7:20 Harassment of Students Prohibited

The policy, Cross References, and footnotes are updated for the reasons discussed in 7:10, Equal Educational Opportunities, above. Continuous improvement updates are also made to the Legal References.

7:180 Prevention of and Response to Bullying,  Intimidations and Harassment

The policy, Cross References, and footnotes are updated in response to Title IX regulations and to reference NEW policy 2:265, Title IX Sexual Harassment Grievance Procedure.

7:185 Teen dating Violence Prohibited

The policy and Cross References are updated to reference NEW policy 2:265, Title IX Sexual Harassment Grievance Procedure. The Cross Reference is also updated to reference policy 2:260, Uniform Grievance Procedure. Footnote 7 is updated for continuous improvement.

7:190 Student Behavior

The policy, Legal References, and footnotes are updated in response to new ISBE permanent rules governing the use of isolated time out, time out, and physical restraint.

A new line at the end of the policy incorporates by reference 7:190-AP4, Use of Isolated Time Out, Time Out, and Physical Restraint.

7:340 Student Records

The policy, Legal References, footnotes, and Cross References are updated. The policy is updated with continuous improvement changes based on feedback from the Ill. Council of School Attorneys. The Legal References are updated to include reference to 105 ILCS 85/. New policy 7:345 Use of Educational Technologies; Student Data Privacy and Security, has been added to the Cross References. The footnotes are updated in response to : 1. 105 ILCS 85/, amended by P.A. 101-516, eff. 7-1-21. 2. U.S. Dept. of Education (DOE) guidance on the Family Educational Rights and Privacy Act (FERPA) and virtual learning. 3. Updated joint guidance issued by the DOE and U.S. Dept. of Health and Human Services on the application of FERPA and the Health Insurance Portability and Accountability Act of 1996 to student health records.

7:345 Use of Educational Technologies; Student Data Privacy and Security

NEW. The policy is created to facilitate implementation of 105 ILCS 85/, amended by P.A. 101-516, eff. 7-1-21, which requires districts to take a number of actions to protect online student data and to share general information about how student data is used
