Shelbyville Community Unit School District No. 4 Board of Education met July 16.

Here is the minutes provided by the board:

The Board of Education of Shelbyville Community Unit School District No. 4 met in a Regular Board meeting at 7:00 P.M., in the Shelbyville High School Gym. Members present: Gary Hayden, Mike Durbin, Jake Hankins, Ellen Trainor, Scott West and Rob Bosgraaf.

Rob Bosgraaf read a statement regarding the resignation of Keith Boehm as a school board member effective immediately.

Superintendent Schuricht's Report:

• Project Updates: 

 Project: The asbestos removal at Moulton is completed. More tile was determined to be non friable, but no expense was added. West hallway is finished with tile installation.

• Auditorium: Painting is completed! Floor is next. It looks pretty sharp in there right now.

• High School Roof: Chimney is gone and temporarily covered. Tuck pointing should be completed by the Board meeting. I will have a couple quotes for capping the roof.

FY19 Final Balances Summary 

All fund balances ended up better than the initial budget suggested. The initial budget projected a deficit of $552,681. The end of year balances show a surplus of $1,083,132.08. We received more money than anticipated for Special Ed and the increase from EBF to the Ed fund. The district did not have as many costs for O&M, and Transportation (fuel) due to COVID. I also attached the FY 19 Final Balances Summary for your comparison.

• School Construction Task Force:

• Registration: 

Updated Registration Information - High School Gym - essential people/groups only, 50 people at a time 

August 3rd 2:00PM - 6:00PM 

August 4th 7:00AM - 10:00AM 

August 5th 9:00AM - 1:00PM

• School Calendar:

The SEA has agreed to have Remote Learning Planning Days on August 12th and 13th (8:00AM 3:00PM) and move the Teacher Institute to August 14th (8:00AM-1:00PM). First student attendance day will be August 17th (2:00PM dismissal). 

The SEA has also agreed to work on Pulaski Day (March 1st) in exchange for getting Election Day (November 3rd) as a holiday. Students will be in session on March 1st and not on November 3rd. When ISBE has the new codes ready, we will have to amend the calendar.

• Graduation: 

July 25th at 4:00 PM - Football Field

Approved by consent agenda were the Open and Closed Minutes of the June 18th, 2020 meeting and the June 2020 Expenditure, Payroll, Activity, Revolving Fund and Treasurer's report

Motion to approve the Rent to Own Technology Agreement for Shelbyville High School students. Yea - Hayden, Durbin, Hankins, Trainor, West and Bosgraaf. Motion passed.

Transition Plan - A rough draft of the return to in-person instruction for the 2020-2021 school year. This plan implements the requirements according to IDPH and ISBE. Hopefully, we will have an opinion letter from our attorney before our meeting. This will help us in our discussion on how to proceed. I want to stress that this is a rough draft. Please let me know any questions you may have about the draft.

If the district needs remote learning for certain medically challenged students, or for other reasons, this could be a possible solution for a semester. It would be pricey but it would enable us to still provide education to students without putting an undue burden on the teachers.
