The Board of Education of Shelbyville Community Unit School District No. 4 met in a Regular Board meeting at 7:00 P.M., in the Shelbyville High School Cafeteria. Members present: Gary Hayden, Mike Durbin, Keith Boehm, Jake Hankins, Ellen Trainor and Rob Bosgraaf. Absent: Scott West

Superintendent's Schuricht Report:
Project Updates: At the high school auditorium, they are currently painting the ceiling. They should be installing the lighting after the ceiling is completed. At Moulton, they are currently clearing the different zones of tile. As of now, both projects are on pace to be completed on time. Return to School: ISBE released guidelines for the return to direct instruction for summer school. They also said that they would be providing more information later this month for the next school year. It most likely will have some of the same requirements and recommendations that they just released for summer instruction with an assumption that the amount of people in one gathering space can increase from 10 to 50. The key is to understand what is required and what is recommended. The school district's plan will incorporate what is being required by the state, select the recommendations that fit our needs and then have our plan approved by the local health department.

The policy, Legal References, and footnotes are updated in response to the Grant Accountability and Transparency Act (GATA), 30 ILCS 708/, and in anticipation of grant monitoring activity by the Ill. State Board of Education (ISBE) during the 2020-21 school year. A new subhead, Additional Requirements for Travel Expenses Charged to Federal and State Grants, is added. Continuous improvement updates and minor style changes are also made to the policy and footnotes

Compliance with the Fair Labor Standards Act
The policy is updated with minor style changes to align policy titles in the PRM. The footnotes are updated in response to: 1. 29 C.F.R. Part 541, amended at 84 Fed.Reg. 51230, raising the salary threshold for non-exempt employees under the Fair Labor Standards Act. 2. Continuous improvement updates.

The policy and footnotes are updated in response to the ISBE discontinuing the Partnership for Assessment of Readiness for College and Careers (PARCC) as the State assessment and accountability measure back in 2019.

The policy, Legal References, and footnotes are updated in response to the Election Code, 10 İLCS 5/7-42 and 5/17-15, amended by P.A. 101-624, eff. 6-120. The policy contains an optional subhead entitled Voting for unit and high school districts that addresses the release of students who are eligible to vote.

The policy and footnotes are updated in response to a five-year review. Minor changes are made to align with present-day social medial platform usage patterns along with other changes for continuous improvement.

The policy, Legal References, and footnotes are updated in response to the IELRA, 115 ILCS 5/3(c), added by P.A. 101-620, requiring districts to allow union representatives to meet with employees during the work day, without loss of pay or leave time, for certain reasons. Other continuous improvement updates are also made to the footnotes.

Educational Labor Relations Act (IELRA), 115 ILCS 5/14(C-5), added by P.A. 101-620, requiring districts to establish email policies in an effort to prohibit the use of their email systems by third parties. 2. Discussion on the Elementary and Secondary School Emergency Relief Grant (ESSER) will provide the school district with $153,692. These funds need to be utilized for COVID-19 related issues with a strong emphasis on strengthening Remote Learning. Administration is recommending that these funds be used to purchase Chromebooks, Chromebook Cases, Chromebook Carts, External Access Points, the two week high school summer session, touchless thermometers, disinfecting equipment, and disinfecting supplies.
This plan also gives the district the opportunity to implement a true one-to-one device situation at the high school. It will also allow the middle school to switch to one-to-one if the need for Remote Learning should arise again in the future. Since the probability is very low that every middle student will need to check out a Chromebook if Remote Learning occurs, this will provide us with an ability to check out devices to elementary students if needed.
ESSER Plan:
High School:
1. Shift some existing Chromebooks from Moulton Middle School to Shelbyville High School.
2. Seniors/Juniors will be assigned the Chromebooks that were originally to be replaced this year.
3. Sophomores/Freshman will be assigned newer or new Chromebooks that were purchased this year before COVID-19.
4. Chromebook cases will be purchased.
5. Install an External Access Point.
6. Two week summer session for students to change grade from incomplete to a passing grade.
Middle School:
1. Purchase enough Chromebooks for the middle school to become one-to-one if needed for Remote Learning.
2. Move existing Chromebook carts from the high school to the middle school.
3. Purchase Chromebook carts.
4. Install an External Access Point.
Main Street:
1. Install an External Access Point.
2. Possible purchase of new Chromebooks.
General Cleaning/Disinfecting:

This situation also gives the school district the opportunity to commit to a one-to-one plan at the high school that is maintained every year.

1. High school students will be assessed a $25/year fee during registration for technology.
2. Students/Parents will sign a Chromebook rent-to-own agreement.
