The Board of Education of Shelbyville Community Unit School District No. 4 met in a Regular Board meeting at 7:00 pm. in the Shelbyville High School Cafeteria. Members present: Gary Hayden, Mike Durbin, Keith Boehm, Jake Hankins, Ellen Trainor, Scott West and Rob Bosgraaf (phone).

All parking is reserved for students and support personnel

If inclement weather prevents this event from taking place on the schedule date and time, it will be rescheduled for Sunday, May 17, 2020. The accommodated time will be determined based upon projected weather conditions.

Event Expectations

in partnership with the Illinois State Board of Education, Shelbyville School District Board of Education, US Army Corps of Engineers, Shelby County Health Department, and the Shelbyville Police Department.

All senior level students should wear their graduation CAP & GOWN.

Students should arrive no later than 3:30 pm. Vehicles should be parked in one of the three available lots (Scenic Overlook with Beach View, Scenic Overlook with Restroom Access, Visitor Center Parking Lot). Students must remain in their vehicles until dismissed by school support personnel.

Students are encouraged to use the restroom prior to coming to the event.

School support personnel will coordinate all student movement from start to finish. Students will be purposely placed 6-10 feet apart along the lake view walkway. This area is protected by a guardrail.

Students will be provided with a face mask upon exiting their vehicles. They will be required to wear this when walking to their designated location. Students do not need to continue wearing their mask once they are in their reserved spot. When returning to their vehicles after the experience, students will be required to wear their provided mask. Please keep these masks for all additional events. They can be washed up to ten times per the manufacturer recommendation.

Senior yard signs will be set up on display next to each graduating senior. Students should take these home with them after the event.

There may be no person-to-person contact during the experience.

We will have a professional photographer and a professional videographer on site during the entire experience. Aerial photography (drone usage) is not permitted.

Please help us ensure a safe and steady flow of traffic throughout the experience. At no point in time should spectators/supporters park, or exit their vehicles. Individuals within your vehicle, with obvious exception to the actual driver, are allowed to safely take photos of the graduates while driving thru the scenic overlook. However, please be rest assured that there will be several photos and videos taken during the experience that will be freely shared with the public.

This student experience is accessible to persons with disabilities, and all necessary accommodations for students with special needs will be provided.

Superintendent Shane Schuricht Report:

• End of the School Year: May 22nd is the last day of the school year. May 19th is the last Remote Learning Day. Students will return school materials and pick up their personal items on May 20-21 using the Bag It, Tag It, and Curbside Pick Up approach.

• Auditorium Project: Seats and carpet have been removed. Electricians were in last week for the lighting. Scaffolding should be placed towards the end of the month for painting and lighting.

• Asbestos Abatement: Abatement is still scheduled to begin on June 1st.

• SHS lncompletes: Mr. Ladd has put together a plan for the students that are currently receiving an incomplete in their courses. If a student was receiving a letter grade of "F" before remote learning began and did not participate in remote learning, they will be required to participate in an online course or courses in July in order to receive credit. We will be able to use CARES money for this plan.

• Graduation Events:

May 16th 4:00-5:00 PM - Lake Shelbyville Drive Thru Recognition

June 27th 7:00 PM - Traditional Graduation Ceremony

July 25th 7:00 PM - Traditional Graduation Ceremony (if needed)

Projected Kindergarten Numbers 2020-2021:

• The expected enrollment for Kindergarten for 2020-2021 has increased from 85 to 91 (this number includes 6 retained students). If this number holds, and there are four sections, each section will have an average of 22.75 students per section next year. This year {2019-2020), with 5 sections of Kindergarten, there are 23.2 students per section.

• 2018-2019 was when the district created a 5th section for Kindergarten. Each section averaged 16.6 students that year. If a 5th section of Kindergarten was retained for the 2020-2021 school year (meaning a teacher for a 5th section of 1st grade would need to be hired) and the expected number of students remains at 91, there would be18.2 students per section.

• All board members agreed to post the position.

Approved by consent agenda were the Open and Closed Minutes of the April 16th, 2020 meeting and the April 2020 Expenditure, Payroll, Activity, Revolving Fund and Treasurer's report

Motion to approve the renewal from Illinois Counties Risk Management Trust for worker's compensation insurance with a total annual premium of $68,018. Yea - Hankins, Hayden, Boehm, Trainor Durbin, Bosgraaf and West. Motion carried.

Motion to approve the purchase of additional 1st Grade reading materials from McGraw-Hill in the amount of $5,928.90. Yea -Trainor, Boehm, Durbin, Hankins, Hayden, Bosgraaf and West. Motion passed.

2:125 Board Member 

Compensation; Expenses

The policy, Legal References, and footnotes are updated in response to the Grant Accountability and Transparency Act (GATA), 30 ILCS 708/, and in anticipation of grant monitoring activity by the Ill. State Board of Education (ISBE) during the 2020-21 school year. A new subhead, Additional Requirements for Travel Expenses Charged to Federal and State Grants, is added. Continuous improvement updates and minor style changes are also made to the policy and footnotes

5:35 Compliance with the Fair Labor Standards Act

The policy is updated with minor style changes to align policy titles in the PRM. The footnotes are updated in response to : 1. 29 C.F.R. Part 541, amended at 84 Fed.Reg. 51230, raising the salary threshold for non-exempt employees under the Fair Labor Standards Act. 2. Continuous improvement updates.

5:60 Expenses 

The policy, Legal References, and footnotes are updated for the reasons discussed in 2:125, Board Member Compensation; Expenses, above.

6:280 Grading and Promotion 

The policy and footnotes are updated in response to the ISBE discontinuing the Partnership for Assessment of Readiness for College and Careers (PARC() as the State assessment and accountability measure back in 2019.

7:90 Release During School Hours

The policy, Legal References, and footnotes are updated in response to the Election Code, 10 ILCS 5/7-42 and 5/17-15, amended by P.A. 101-624, eff. 6-120. The policy contains an optional subhead entitled Voting for unit and high school districts that addresses the release of students who are eligible to vote.

8:10 Connection with the Community

The policy and footnotes are updated in response to a five-year review. Minor changes are made to align with present-day social medial platform usage patterns along with other changes for continuous improvement.

8:30 Visitors to and Conduct on School Property

The policy, Legal References, and footnotes are updated in response to the IELRA, 115 ILCS 5/3(c), added by P.A. 101-620, requiring districts to allow union representatives to meet with employees during the work day, without loss of pay or leave time, for certain reasons. Other continuous improvement updates are also made to the footnotes.

8:110 Public Suggestions and Concerns

The policy, Legal References, footnotes, and Cross References are updated in response to: 1. Ill. Educational Labor Relations Act (IELRA), 115 ILCS 5/14(c-5 ), added by P.A. 101-620, requiring districts to establish email policies in an effort to prohibit the use of their email systems by third parties. 2. Continuous improvement and minor style updates.
