The Board of Education of Shelbyville Community Unit School District No. 4 met in a Regular Board meeting at 7:00 P.M., April 16th, 2020, in the Shelbyville High School Cafeteria. Members present: Gary Hayden, Mike Durbin, Keith Boehm, Jake Hankins, Ellen Trainor, Scott West and Rob Bosgraaf (phone).

Shane Schuricht reported:
• Remote Learning Plans - Remote Learning Plans for each building have been added to the district website. We will be utilizing our Remote Learning Plans throughout the remainder of the school closure. Remote Learning Plan days count as instructional days and do not need to be made up at the end of the school year.
• Meal Distribution - The district continues to distribute/deliver around 3500 every week to our students. Distribution/delivery is currently on Monday, Tuesday and Thursday.
• CARES Act - The federal government passed and the President signed the Coronavirus, Aid, Relief, and Economic Security (CARES) Act on March 27th. The funding associated with the Act is to provide states with funding to prevent, prepare for, and respond to the COVID-19 pandemic. Districts that received a Title I allocation in 2020 are eligible. ISBE is strongly encouraging districts to utilize these additional funds to strengthen our remote learning. The start date for the program is still to be determined. lnitia:1 dollar estimates for our district are about $153,000 in additional monies. The money may not be available in time for this pandemic, but it can be used to plan for future remote learning. The district will have until September 2021 to utilize this money.
• FY 2021 Budget - Due to the economic impact of COVID-19, Dr. Michael Jacoby from the Illinois Association of School Business Officials (IASBO) is calling revenue for schools next year as "hazy." The budget the Governor rolled out in February no longer has any relevance. Worst case scenario is a potential 20% decrease in state revenues. They do not know how this will impact school funding, however, Dr. Jacoby stated that he has "a lot of confidence that the economy is going to come back very quick once we're beyond this."
To date, the state is behind for two categorical payments (this is not unusual). There is a lot of uncertainty out there. We are also being warned that sales tax money will decrease, tax money may be delayed, CPI and EAV's will fall. I talked with Jessica Fox and to this point, there is not a change in the collection and disbursement of taxes in Shelby County. I am attending a financial planning webinar sponsored by IASBO on Wednesday. Hopefully, it will have useful information for 2021.Projections are still early, but as the budget for 2021 is created this summer, it is something that will be followed closely.

• EIU RURAL TEACHER INITIATIVE I Shelbyville High School Selected as Partner Institution Shelbyville High School was awarded a partnership with the EIU Rural School Initiative. The central beliefs of the program are aimed toward elevating the teaching profession, providing k-12 opportunities, working with local partners, developing a robust future teacher mentoring experience, and helping students seek out scholarships and grant funds. Establishing a connected partnership with EIU's teacher preparation program has been an ongoing effort by a building administrators here in Shelbyville CUSD #4.
• Shelbyville High School was one of 10 schools selected across t he State of Illinois.
Recruit at least five high school students who want to be teachers. Meet with them once a month or more.
Bring in teachers, college faculty and current teacher education majors to share experiences. Work to establish or expand dual credit programs to start the path to college. Provide opport unities for students to work in classrooms. Bring a sponsor and a group of high school students (3-5) to the High School Rural Teacher Corps Kickoff (Is Teaching in My Future?) at EIU on May 1, 2020. Nominate school leader or teacher to share their experiences at the event.

3rd Quarter Budget Review
After 9 months, the budget is projecting a positive balance of $646,764.57. The init ial budget had a deficit of $552,681. The 6 month review had a positive balance projection of $303,204.26. Expenditures in purchased services and supplies in the ED, Operations and Maintenance and Transportation funds are lower than expected due to the closure. Also, the district received additional revenues in Pre-K monies after the initial budget was completed.
Projections show an anticipated balance of $10,491,034.30 in all funds by the end of the fiscal year. Projections also show an anticipated balance of $8,048,958.92 in the operating funds (ED, O&M, and Transportation).
Preferred Reserve Balances (7 /1/16): $6,859,505.25
Projected Kindergarten Numbers for 2020-2021 - Tabled
Bus Bids were discussed and with the current situation - purchases for new buses will not be done at this time.
