City of Mattoon City Council met May 7.

Here is the minutes provided by the council:

Mayor Gover presided and called the meeting to order at 4:50 p.m.

The following members of the Council answered roll call physically present: Commissioner Dave Cox, YEA Commissioner Sandra Graven, YEA Commissioner Rick Hall (attended by audio means per Governor Pritzker’s Executive Order 2020-07), YEA Commissioner Preston Owen, and YEA Mayor Tim Gover.

Also physically present were City personnel: City Administrator Kyle Gill, City Attorney Daniel C. Jones, Public Works Director Dean Barber (Audio), and City Clerk Susan O’Brien.

PRESENTATIONS, PETITIONS AND COMMUNICATIONS

Mayor Gover opened the floor for Public comment with no response from the Public.

NEW BUSINESS

Commissioner Owen seconded by Commissioner Graven moved to adopt Resolution No. 2020-3082, approving the support of the Community Development Block Grant Program application for Village VII Inc. (Alamo Steakhouse & Saloon) in the amount of $25,000; and authorizing the mayor to sign all documents necessary for the transaction.

RESOLUTION NO. 2020-3082

A COUNCIL RESOLUTION OF SUPPORT FOR VILLAGE VII, INC. DBA ALAMO STEAKHOUSE & SALOON

WHEREAS, the City of Mattoon is applying to the State of Illinois for a Community Development Block Grant (CDBG) Program grant, and

WHEREAS, it is necessary that an application be made, and agreements entered with the State of Illinois.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF MATTOON, COLES COUNTY, ILLINOIS as follows:

Section 1. The City of Mattoon is applying for a grant in the amount of $25,000 for Village VII Inc. under the terms and conditions of the State of Illinois and shall enter into and agree to the understandings and assurances contained in said application.

Section 2. The Mayor, on behalf of the City of Mattoon execute such documents and all other documents necessary for the carrying out of said application.

Section 3. The Mayor and City Clerk are authorized to provide such additional information as may be required to accomplish the obtaining of such grant.

Upon motion by Commissioner Owen seconded by Commissioner Graven adopted this 7th day of May, 2020 by a roll call vote, as follows:

(Hubbartt’s Downtown Diner) in the amount of $25,000; and authorizing the mayor to sign all documents necessary for the transaction.

WHEREAS, the City of Mattoon is applying to the State of Illinois for a Community Development Block Grant (CDBG) Program grant, and

WHEREAS, it is necessary that an application be made, and agreements entered with the State of Illinois.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF MATTOON, COLES COUNTY, ILLINOIS as follows:

Section 1. The City of Mattoon is applying for a grant in the amount of $25,000 for J&L Hub Inc. under the terms and conditions of the State of Illinois and shall enter into and agree to the understandings and assurances contained in said application.

Section 2. The Mayor, on behalf of the City of Mattoon execute such documents and all other documents necessary for the carrying out of said application.

Section 3. The Mayor and City Clerk are authorized to provide such additional information as may be required to accomplish the obtaining of such grant.

WHEREAS, it is necessary that an application be made, and agreements entered with the State of Illinois.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF MATTOON, COLES COUNTY, ILLINOIS as follows:

Section 1. The City of Mattoon is applying for a grant in the amount of $25,000 for The Ice House of Mattoon Inc. under the terms and conditions of the State of Illinois and shall enter into and agree to the understandings and assurances contained in said application.

Section 2. The Mayor, on behalf of the City of Mattoon execute such documents and all other documents necessary for the carrying out of said application.

Section 3. The Mayor and City Clerk are authorized to provide such additional information as may be required to accomplish the obtaining of such grant.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF MATTOON, COLES COUNTY, ILLINOIS as follows:

Section 1. The City of Mattoon is applying for a grant in the amount of $25,000 for Elliott Furniture under the terms and conditions of the State of Illinois and shall enter into and agree to the understandings and assurances contained in said application.

Section 2. The Mayor, on behalf of the City of Mattoon execute such documents and all other documents necessary for the carrying out of said application.

Section 3. The Mayor and City Clerk are authorized to provide such additional information as may be required to accomplish the obtaining of such grant.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF MATTOON, COLES COUNTY, ILLINOIS as follows:

Section 1. The City of Mattoon is applying for a grant in the amount of $25,000 for Gaines Photography under the terms and conditions of the State of Illinois and shall enter into and agree to the understandings and assurances contained in said application.

Section 2. The Mayor, on behalf of the City of Mattoon execute such documents and all other documents necessary for the carrying out of said application.

Section 3. The Mayor and City Clerk are authorized to provide such additional information as may be required to accomplish the obtaining of such grant.

WHEREAS, it is necessary that an application be made, and agreements entered with the State of Illinois.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF MATTOON, COLES COUNTY, ILLINOIS as follows:

Section 1. The City of Mattoon is applying for a grant in the amount of $25,000 for Tacos Amigos under the terms and conditions of the State of Illinois and shall enter into and agree to the understandings and assurances contained in said application.

Section 2. The Mayor, on behalf of the City of Mattoon execute such documents and all other documents necessary for the carrying out of said application.

Section 3. The Mayor and City Clerk are authorized to provide such additional information as may be required to accomplish the obtaining of such grant.
