CITY OF CASEY: Grants & Loans Made Available During This Time

City of Casey issued the following announcement on March 27

Business Owners/Managers - Below is a briefing on the Grants & Loans that are being made available during this time. Most of these sites will direct you to your Economic Development office, I will include my contact information below. There are a lot of ongoing changes, but I am working with neighboring Economic Development offices and our state office, together we will get through this.

Coronavirus Response:

DCEO is continuing to update information on its website.

Under the leadership of Governor JB Pritzker, DCEO is working with partners to launch emergency assistance

programs for Illinois small businesses. These initiatives include:

1. Hospitality Emergency Grant Program: This is a $14 million grant program to support working capital as well as job training, retraining, and technology to support shifts in operation. Eligible applicants include bars and restaurants with a valid license to serve food or liquor and who generated revenues of less than $1 million in 2019 and hotels with a valid license (hotels, motels, other lodging establishments) and who generated revenues of less than $8 million in 2019. Bars and restaurants that generated between $500K and $1M in revenue in 2019 are eligible for up to $25,000, and bars and restaurants that generated less than $500K in revenue in 2019 are eligible for up to $10,000. Hotels that generated less than $8M in revenue in 2019 are eligible for up to $50,000. Businesses can apply -- > https://us.accion.org/…/covid-19-hospitality-business-gran…/

2. Illinois Small Business Emergency Loan Fund: DCEO and the Illinois Department of Financial and Professional Regulation (IDFPR) are establishing the Illinois Small Business Emergency Loan Fund to offer small businesses low interest loans of up to $50,000. Businesses located outside of the City of Chicago with fewer than 50 workers and less than $3 million in revenue in 2019 will be eligible to apply. Successful applicants will owe nothing for six months and will then begin making fixed payments at a below market interest rate for the remainder of a five-year loan term. Starting this Friday, March 27th, interested businesses will be able to complete an “express interest form” that will be posted on the DCEO website.

3. Downstate Small Business Stabilization Program: To support small businesses in downstate and rural counties across Illinois, DCEO is repurposing $20 million in CDBG funds to stand up the Downstate Small Business Stabilization Program. This Fund will offer small businesses of up to 50 employees the opportunity to partner with their local governments to obtain grants of up to $25,000 in working capital. Local governments can apply on behalf of businesses with 50 employees or less. Only units of local government recognized by the Illinois Constitution and able to support economic development activities on a sufficient scale are eligible to apply for Economic Development grant funding. This includes cities, villages, and counties. Municipalities must not be a HUD direct Entitlement community or be located in an urban county that receives "entitlement" funds. This includes Cook, DuPage, Kane, Lake, McHenry, Will, Madison and St. Clair Counties and the municipalities listed on the DCEO website. Small Business Administration Economic Disaster Declaration: As many of you know, the State of Illinois has received our economic injury disaster declaration from SBA for all counties in the state. Statewide Information: In another effort to provide timely and accurate information to the public, the Governor’s Office has launched a new website Coronavirus.illinois.gov . This website centralizes the breaking updates from state government, prevention and preparation tips, frequently asked questions and resources from public health experts including:

• News: The latest announcements from the Governor’s Office and state agencies on the evolving response to COVID-19.

• Prevention: Tips to keep safe and healthy practices at home, in the office, in long term care facilities, in homeless shelters, around local neighborhoods and during day-to-day activities.

• Preparation: How to take effective actions to plan for a situation where you may get sick, such as implementing family action plans, and what to do if you suspect you may have been exposed to COVID-19.

• FAQs: Answers to general questions on COVID-19 and more specific questions related to education and unemployment.

• Resources: Guidance from experts at the Center for Disease Control (CDC) and crucial information for both families and medical providers.

• About Coronavirus: What is coronavirus? Instructions on what individuals can do to protect themselves and help prevent community spread.

COVID-19 and Unemployment Benefits

Unemployment benefits may be available to some individuals whose unemployment is attributable to COVID-19. IDES recently adopted emergency rules to try to make the unemployment insurance system as responsive to the current situation as possible.
