Village of Dieterich Village Board met Dec. 2.

Here is the minutes provided by the board:

The Dieterich Village Board met in regular session on Monday, December 2, 2019 at 6:30 PM at Village Hall.

The meeting was called to order by President Brad Hardiek and the Pledge of Allegiance was recited.

The following Trustees were present: Carrie Galbraith; Mike French; Jeff White; Derick Stumeier and Sean Pankau. Trustee Bill Lane was absent. With five Trustees and President Hardiek in attendance, a quorum was declared to be present. Also at the meeting were Clerk Brittny Gipson; Engineer Lee Beckman and Gary Horn.

A motion was made by Trustee J. White; seconded by Trustee M. French to approve the Omnibus agenda; approve minutes of the November 18, 2019 regular meeting; approve the Treasurer’s Report and approve Expenditures. Roll call was 5 yes and 0 no.

Engineer Lee Beckman reported the ITEP 2016 grant project plans have been sent to IDOT for review. The final set of plans are due Friday, but IDOT has not sent back anything for comments yet. Until they send back comments, no revisions for final plans can be made. Lee spoke to someone at IDOT and they reassured him that we would still be able to make the March 2020 letting date.

Lee updated the Board on the status of the future Industrial Park East. The plans should be ready to bid out the water and sewer lines in January. The Board discussed the Village retaining ownership of the area with the creek and trees to allow for creek maintenance and a possible walking trail in the future. IDOT will be accepting applications for the ITEP 2020 grant in late summer. A walking trail would be an acceptable project for the ITEP grant. Engineer Beckman was going to look into the walking trail logistics for the wooded area along the creek.

Engineer Beckman reported on the status of the OSLAD grant project for Liberty Memorial Park. The Village will be acting as the general contractor for the project, so there will be five different contracts for the park improvements.

Lee reviewed the Main and Section Street intersection improvements that the railroad had proposed. Lee’s office worked on adding in the large truck turning radii to the plan that are necessary for this intersection. The concrete curbs that were proposed by the railroad will not allow for the proper turning of large trucks. Also, the curbs will restrict the driving lanes, so they will not be wide enough to comply with the Village’s standards for street width. Lee suggested consulting IDOT, since these improvements will have to meet their standards also.

During the Water/Sewer/Streets Department report, Clerk Gipson reported on some ideas that had been discussed with improving the lagoon road. The Village only needs 500 feet of the road oiled along the lagoon site to help cut down on the dust. Based on this year’s oil and rock prices, it would cost around $600 to oil just that portion of the road. The Board agreed to ask the Township if they would be willing to only oil the 500 feet we were requesting, not the entire road, which was about 3⁄4 of a mile. The Village would contribute to pay for that portion of the road we requested to be oiled, but weren’t interested in paying for other portions to be oiled that we don’t need to be oiled.

A motion was made by Trustee J. White; seconded by Trustee C. Galbraith to approve Resolution 486-19: Funding Support for 2016 Illinois Transportation Enhancement Program Grant Project. Roll call was 5 yes and 0 no.

Dieterich resident, Gary Horn, was present to discuss North Pointe subdivision building requirements. He would like for the covenants and restrictions to be more accessible for all residents. It was suggested the Village could work to add the subdivision covenants and restrictions to the Village website. Clerk Gipson agreed to work on that project with the IT consultant.

At 7:43 PM a motion was made by Trustee M. French; seconded by Trustee C. Galbraith to adjourn the meeting. Roll call was 5 yes and 0 no.
