Village of Dieterich Village Board met Dec. 18.

The Dieterich Village Board met in regular session on Wednesday, December 18, 2019 at 6:30 PM at Village Hall.
The meeting was called to order by President Hardiek and the Pledge of Allegiance was recited.
The following Trustees were present: Carrie Galbraith; Jeff White; Sean Pankau; Derick Stumeier; Bill Lane and Mike French. With six Trustees and President Hardiek present, a quorum was declared to be present. Also at the meeting were: Clerk Brittny Gipson; Village Maintenance employee Mike Campbell and Doug Kinkelaar with Bishop Township.
A motion was made by Trustee M. French; seconded by Trustee B. Lane to approve the omnibus agenda; approve the minutes of the Regular Meeting on
December 2, 2019 and approve Ordinance 991-19: Authorizing Execution of Release of Reservation of Possibility of Reverter (Chris & Greg Niebrugge – Lot 18 Hartke Subdivision). Roll call was 6 yes and 0 no.
Mike Campbell reported on the updates with Bishop Township regarding the possibility of sharing in the costs of road oiling improvements with Bishop Township for the road leading to the Village sewer lagoon. Doug Kinkelaar with Bishop Township discussed the Township’s desire to still split the initial costs of a tanker of oil and rock (up to a cost of $5,000) for the first two coats of oil and rock. The Township would then like an annual agreement of $700 for future maintenance of the road. Village Trustees questioned if the Township would agree to the $700 maintenance payment only for years when the road was oiled. Village Trustees felt an annual maintenance payment was excessive when the road would not be oiled every year. Doug was going to discuss the annual payment options with the Bishop Township Board.
Mike Campbell discussed with Trustees the recent issues with contractors needing bulk water in the Village for construction projects. Contractors are filling tanks from Village hydrants with no supervision and no accountability for the water they are taking. It was agreed that a hydrant meter should be purchased. The Board agreed rules and regulations need to be established for the use of the hydrant meter. Clerk Gipson was asked to work with the village attorney to establish a policy for bulk water usage.
Mike Campbell discussed the upcoming Queen of Hearts fundraiser that the Dieterich 4th of July Committee and Dieterich Sportsbackers are partnering on. The portion of proceeds that the 4th of July Committee receives will be used for additional fireworks at the 2020 4th of July Celebration. Mike asked if the Village would be willing to donate towards the start-up funds for the Queen of Hearts, since the Village fireworks display will be a beneficiary of the proceeds.
A motion was made by Trustee M. French; seconded by Trustee C. Galbraith to donate $500 to the Dieterich Sportsbackers and 4th of July Queen of Hearts fundraiser for start-up funds. Roll call was 6 yes and 0 no.
A motion was made by Trustee M. French; seconded by Trustee J. White to approve the Milano & Grunloh Engineering Agreement for the ITEP 2016 grant project at a cost of $82,353.00. Roll call was 6 yes and 0 no.
A motion was made by Trustee C. Galbraith; seconded by Trustee B. Lane to approve Resolution 487-19: Establishing a Schedule of Meetings for the Village Board of Trustees and the Board of Zoning Appeals and Planning for the year 2020. Roll call was 6 yes and 0 no.
A motion was made by Trustee B. Lane; seconded by Trustee D. Stumeier to approve Ordinance 992-19: Authorizing the Transfer of Real Estate (Dogra – Lot 7 Hartke Subdivision). Roll call was 6 yes and 0 no.
The Board discussed the future uses and maintenance of the wooded area along the Dieterich Creek, which will be adjacent to the new Industrial Park East. After discussion, Trustees agreed this wooded area should remain Village property for maintenance purposes. In the future, if grant opportunities and funds allowed, this wooded area along the creek would be an ideal place for walking trails. It was agreed linking our ITEP 2013 grant project sidewalks with new sidewalks on Elm Street and a wooded walking trail would be a benefit for our community residents. Clerk Gipson will work with Engineer Beckman to have the Industrial Park East plats revised to reflect the Village retaining ownership of the wooded area.
Clerk Gipson informed the Board there is a PARC grant now open for applications that could pay for 75% of a new Dieterich community recreation center. During the fall 2019, community planning meetings called MAPPING meetings were held and facilitated through Western Illinois University. Volunteer groups were formed from these meetings to focus on bringing more recreation opportunities and a daycare to the Village of Dieterich. Plans are in progress for a recreation facility that could also accommodate a much-needed daycare on one end. The Dieterich Unit #30 School has property along Pine Street that they are willing to transfer to the Village, if the Village is willing to be the owner of the new recreation facility. As a municipality, the Village of Dieterich is eligible to apply for a PARC grant for a new recreation center. The Board discussed the possibility of a new recreation center and daycare in Dieterich and everyone agreed this facility is greatly needed and would be a huge benefit to all of the Dieterich community. The Board agreed to allow Clerk Gipson to write the PARC grant application and to work with Dieterich Unit #30 on the property transfer. The community volunteer groups are working on a fundraising campaign and researching other grant options to raise the remaining portions of funds needed that the PARC grant would not cover.
