Village of Dieterich Village Board met Jan. 20.

Here is the minutes provided by the board:

The Dieterich Village Board met in regular session on Monday, January 20, 2020 at 6:30 PM at Village Hall.

The meeting was called to order by President Hardiek and the Pledge of Allegiance was recited.

The following Trustees were present: Carrie Galbraith; Jeff White; Derick Stumeier and Mike French. Trustees Bill Lane and Sean Pankau were absent. With four Trustees and President Hardiek present, a quorum was declared to be present. Also at the meeting were: Clerk Brittny Gipson; Village Maintenance employee Mike Campbell and Mike Campbell.

A motion was made by Trustee M. French; seconded by Trustee D. Stumeier to approve the omnibus agenda; approve the minutes of the Regular Meeting on January 6, 2020. Roll call was 4 yes and 0 no.

Mike Campbell discussed with the Board the idea of tailgate spreading crushed asphalt on the lagoon road to use as a dust suppressant. Since is doesn’t appear that the Village and Bishop Township are going to come to an agreement on oiling that road, the crushed asphalt could be an option. The Board asked Mike to get a price estimate for the crushed asphalt for the 500’ in front of the lagoon.

Mike Campbell discussed with Trustees the Village owned vacant lot on S. Main Street and the possibilities for cleaning up the lot. Mike has been exploring options for removing the old concrete foundation and concrete slab and replacing with rock or overlaying the concrete with asphalt. The Village hopes to be able to use this space for picnic table, benches and use as an outdoor gathering space for the community. The idea of allowing food trucks use the lot has also been mentioned. The Board asked Mike to consult Village Engineer Lee Beckman to get his ideas.

The Board discussed exhibits for the new fishing pier to be constructed on the Liberty Park pond. Lee wanted the Board’s ideas before plans were too far along. It was agreed the pier platform would be 12’ x 20’ and the access to the platform would be at least 10’ wide. The Board would like to see the access part of the pier covered for shade and rain. Benches on the access would also be useful.

It was agreed the new pond depth should be 12’ at the center and the pond banks will be repaired and rip rapped. The parking area for the fishing pier was also discussed and it was agreed it should be moved and positioned differently than what Milano & Grunloh exhibit showed. Clerk Gipson was going to work with Milano & Grunloh to revise the exhibits to reflect the Boards ideas.

A motion was made by Trustee J. White; seconded by Trustee M. French to approve Ordinance 1018-2020: Renewing an Existing Franchise and Granting for a Period of 20 Years to Ameren Illinois, a Corporation, its Successors and Assigns, the Franchise, Right, Permission and Authority to Construct, Reconstruct, Excavate For, Place, Remove, Extend, Maintain, and Operate an Electric Utility System in the Village of Dieterich, County of Effingham and State of Illinois. Roll call was 4 yes and 0 no.

During the comments portion of the meeting, President Hardiek presented to the Board the annual water charts showing the monthly break down of amount of water purchased, sold and lost. Water loss for the year averaged 12%. This number is low in comparison to industry standards for water loss. President Hardiek presented some information about a water leak detection company that is used by other municipalities. The Board agreed it would be worthwhile to research what it would cost for a water leak detection company to look at water mains in Dieterich.

At 8:17 PM a motion was made by Trustee M. French; seconded by Trustee D. Stumeier to adjourn the meeting. Roll call was 4 yes and 0 no.
