City of Martinsville City Council met February 12

City of Martinsville City Council met Feb. 12.

Here is the minutes provided by the council:

Roll call was answered by the following council members and elected officials: Chris Davidson, Chris Perry, Melinda Lovell, Troy Propst, John Skinner and Preston Rukes. Also, in attendance were Mayor Herman Davidson, Clerk Marlene Wilhoit, Treasurer Teresa Connelly and attorney Richard Bernardoni. Employees and citizens in attendance are attached to the back of the minutes.

*Motion by M Lovell 2nd by J Skinner to approve minutes of meeting from 01-22-2020. Upon roll call vote all alderman present voted for the motion (6)

*Motion by C Davidson 2nd by P Rukes to approve the treasurer report as presented. Upon roll call vote all alderman present voted for the motion (6)

*Motion by J Skinner 2nd by T Propst to approve the January 2020 bills payable February 2020 in the amount of $91,464.39. Upon roll call vote all alderman present voted for the motion (6)

*The Clerk opened and read the only bid received for the 2003 Chevy S10 truck which came from Gary Keller for the amount of $750.00. The council will give him 7 days to pay the amount and turn the truck over to him.

*Motion by J Skinner 2nd by P Rukes to approve Ordinance # 2020-2-1 titled: “An Ordinance Concerning the Sale of an Item of Personal Property Owned by the City of Martinsville.”

Upon roll call vote all alderman present voted for the motion (6)

*Motion by J Skinner 2nd by P Rukes to hire Dessie Sharp as Deputy Collector to begin March 2, 2020 with starting rate of pay @ $31,200.00.

Upon roll call vote all alderman present voted for the motion (6)

*Motion by C Davidson 2nd by J Skinner to approve Ordinance #2020-2-2 titled: “An Ordinance Setting and Establishing the Rate of Payment for an Employee of the City of Martinsville, Illinois.”

Upon roll call vote all alderman present voted for the motion (6)

PUBLIC COMMENTS:

Manda Boyer was present to voice her concern with dealing with a suicidal teenager and not feeling the Police Department responded as she felt they should have.

Chief Slater responded to council his department actions feeling the department was justified with the way the situation was handled.

COMMENTS:

*we have a -48th place on the waiting list for the May PTI class

*no update on the new squad car yet, hoping for April

*discussed the 2008 Crown Vic squad car; probably need to strip it, remove decals, have the battery and alternator looked at and possibly use it for extra city vehicle

*concern of trash truck and buses tearing up corners when they turn and damaging the road surfaces. Possibly mention this to them to see if they could be more careful

*the old concession stand at the ball fields has been cleaned out, ready to have the electric removed and then can tear down.

With no other comments:

**Motion by J Skinner 2nd by C Perry to adjourn the meeting @ 8:00 PM. All council members present voted for the motion. (6)
