City of Tuscola City Council met December 9

City of Tuscola City Council met Dec. 9.

Here is the minutes provided by the council:

The regular meeting of the City Council was called to order with Cleland, Day, Hoey, Rund, Shoemaker, Truitt, and Mayor Kleiss in attendance. Alderman Slaughter and Alderwoman Waldrop were absent. Mayor Kleiss led the Pledge of Allegiance. Consent Agenda Mayor Kleiss went over the items on the consent agenda:

• Minutes of the November 25, 2019 meeting

• Payment of bills totaling $129,923.30 

Shoemaker moved to approve the items on the consent agenda, Hoey seconded. VOTE YEA* Cleland, Day, Hoey, Rund, Shoemaker, Truitt. Truitt moved to approve the consent agenda for December 9, 2019. Day seconded. VOTE YEA* Cleland, Day, Hoey, Rund, Shoemaker, Truitt. 

Mayor 

Mayor Kleiss thanked all who had a hand in making Christmas Town a successful event. Kleiss. added he was impressed with the number of volunteers who work the Holiday House Walk sponsored by the Women's Club. Thanks to all who opened their homes for this event.

City Clerk - No Report

City Treasurer 

Treasurer Long reported Eddie Boutilier and Red Barn Veterinary Services are delinquent on their TIF loans.

City Attorney - Absent

City Administrator 

Administrator Hoel reported leaf pick up would end Friday, December 13. 

Ordinances 

Cleland moved to approve ordinance 2019-0-14, an ordinance for the levy and assessment of taxes for the fiscal year beginning May 1, 2019 and ending April 30, 2020. Truitt seconded. VOTE YEA* Cleland, Day, Hoey, Rund, Shoemaker, Truitt. 

Requests for TIF Assistance

1. Mayor Kleiss presented a TIF request submitted by Burgers & Beer. The restaurant has requested a $5000 grant to help cover the costs of extending their parking area on the Pleasant view Drive right of way to the west. Hoey moved to approve the TIF committee's recommendation and approve a TIF grant of $5000, for parking extension to Burgers & Beer. Shoemaker seconded. VOTE YEA* Cleland, Day, Hoey, Rund, Shoemaker, Truitt.

2. The TIF committee recommends transferring the deed for the 1871 Luncheonette property plus the front 40' of the Mulligan office space to the Flesor's, Administrator Hoel pointed out the most recent redevelopment agreement with the Flesor's held out the front 40' of the Mulligan space because at that time we were thinking about installing public restrooms in the downtown area. Since this is no longer an option, the entire building can be deeded to the Flesor's. Day moved to transfer the deed for 103-105 West Sale, including the former Mulligan office space, to the Flesor Family Confectionary, Inc, Truitt seconded. VOTE YEA* Cleland, Day, Hoey, Rund, Shoemaker, Truitt.

The motion to adjourn was made by Truitt and seconded by Shoemaker, VOTE YEA* Cleland, Day, Hoey, Rund, Shoemaker, Truitt.
