Effingham County Board Building and Grounds Committee met Oct. 15.

Others Present: Jeff Simpson, Jim Niemann, Sheriff David Mahon, Chief Paul Kuhns, Kerry Hirtzel, Mary Behl, Pam Braun

MINUTES

Minutes from September 10, 2019 meeting were approved. J Thoele/D McCain. Motion carried.

UNFINISHED BUSINESS

 Elevator Maintenance Contract – The Contract will automatically renew March 2020 for a 5 year term if a 90 termination letter is not sent to Kone. Increase in the annual fee is based on labor and material indexes. Discussion regarding how the upgrade/modernization will affect the annual fee if we go out for bid before/after upgrade. Chief Kuhns will call Kone to see if they will renew the current contract for 1 year to give the County time to upgrade/modernize the elevator prior to entering into a new maintenance contract.

NEW BUSINESS

 Elevator Upgrade/Resolution-Regarding TIF Funds from City of Effingham – J Niemann reported the City of Effingham agreed to give to the County up to $50,000 of TIF funds for the upgrade of the elevator. The work must be completed by 4/1/19. P Braun and K Hirtzel spoke about the repercussion this will have on the departments if the upgrade takes place during January, February and March. Request was made for the update to begin after March 20th. J Niemann will check with the City to see if the date of completion could be extended. P Kuhns will check on the time frame it will take to do the upgrade. D McCain motioned to move the elevator upgrade to Tax & Finance on Thursday, October 17th, J Thoele second.

 County Clerk’s Request to use County Building 1st Floor Conference Room and Classroom - K Hirtzel requested the use of the 1st Floor Conference Room during February 5th through March 20th for early voting and the use of the 1st Floor Classroom during March 9th through March 20th for storage of the Election Equipment. The rooms will need to be locked down for security reasons. Motion made by J Thoele to table the issue to November 12th Building and Grounds Meeting to give the committee time to find out the time frame of the elevator upgrade and determine the needs of the other departments, D McCain second.

GENERAL INFORMATION/PUBLIC COMMENTS

 J Thoele stated Matt Workman at the City called about putting up a United Way sign on the Courthouse Lawn.

 Sheriff Mahon stated he noticed two fence post were placed in front of the memorial. The Sheriff will request maintenance to pull the fence post since no one in attendance knew the purpose for them.

D McCain motioned and J Thoele seconded that the meeting be adjourned.
