Effingham County Board Tax & Finance Committee of the Whole met Oct. 17.

Committee Members Present: Chair R Arnold, J Simpson, J Niemann, H Mumma, D Campbell, J Perry, D McCain, J Thoele

This meeting called to order by Chair R Arnold

1) Member J Simpson motioned to approve the minutes of the September 12, 2019 meeting of this committee. Member D McCain seconded. Motion carried.

2) Unfinished Business - NONE

3) New Business

• Advertising in the Effingham County Visitors Map After some discussion there was no motion of support to advertise.

• GFI Digital Invoice 

Member J Thoele motioned to send to the Full Board a recommendation to pay this invoice to GFI Digital for the new copiers from the Capitol Improvement Fund. Member J Perry seconded. Motion carried.

• Elevator Upgrade/Resolution for use of TIF Funds from the City of Effingham Member J Niemann motioned to send to the Full Board a recommendation to sign the agreement resolution with the City of Effingham for up to $50,000.00 for the upgrade of the elevator in the County Building. Member D Campbell seconded. Motion carried.

• Proposed FY20 Budget/Levy 

A spreadsheet was presented with the proposed budget numbers. Member J Simpson motioned to send the proposal to the Full Board for approval. Member J Niemann seconded. Motion carried. The discussed levy has a projected increase of 4.79% over FY19 and is to be filed in the County Clerk's office by the last Tuesday of December.

5) General Information/Public Comment

• Mark Mayhood and Bob Bray, representing The Alliance attended this meeting to ask the Board to reconsider the decision to not support The Alliance.

• Sister Carol Beckman of Catholic Charities in Effingham attended this meeting to ask that the County Board support the 708 Mental Health Fund in the coming fiscal year.
