City of Martinsville City Council met Nov. 13.

Here is the minutes provided by the council:

Roll call was answered by the following council members and elected officials: Chris Davidson, Chris Perry, Melinda Lovell, Troy Propst, John Skinner and Preston Rukes. Also in attendance were Mayor Herman Davidson, Clerk Marlene Wilhoit, Treasurer Teresa Connelly and attorney Richard Bernardoni. Employees and citizens in attendance are attached to the back of the minutes.

*Motion by M Lovell 2nd by T Propst to approve minutes from 10-23-19. Upon roll call vote all alderman present voted for the motion (6)

*Motion by J Skinner 2nd by C Perry to approve minutes from 10-22-19 police committee meeting. Upon roll call vote all alderman present voted for the motion (6)

*Motion by J Skinner 2nd by P Rukes to approve treasurer report as presented. Upon roll call vote all alderman present voted for the motion (6)

*Motion by T Propst 2nd by C Davidson to approve October 2019 bills payable November 2019 in the amount of $70,103.53. Upon roll call vote all alderman present voted for the motion (6)

*Motion by C Davidson 2nd by T Propst to approve Ordinance no. 2019-11-1 titled: An Ordinance Setting and Establishing the Rates of Payment for Various Employees of the City of Martinsville, Illinois

Upon roll call vote all alderman present voted for the motion, (6)

An ordinance was presented to council to modify Martinsville’s Possession of Cannabis Code Section to comply with the change in state law effective January 1, 2020

*Motion by C Davidson 2nd by C Perry to approve Ordinance no. 2019-11-2 titled: “An Ordinance Concerning Possession of Cannabis.

Upon roll call vote all alderman present voted for the motion, (6)

An ordinance was presented to council to decide whether or not to prohibit cannabis businesses to locate in Martinsville and unanimously the entire council voted not to allow cannabis businesses to locate in Martinsville.

*Motion by M Lovell 2nd by T Propst to approve Ordinance no. 2019-11-3 titled: An Ordinance of Municipal Cannabis Business Prohibition.

Upon roll call vote all alderman present voted for the motion, (6)

*Motion by J Skinner 2nd by C Davidson to approve a request of donation in the amount of $500.00 to Santa’s Helpers. Upon roll call vote all alderman present voted for the motion with the exception of Lovell who abstained from the vote.

The City has started to receive bills from the work being done to renew the enterprise zone application and council needs to decide where the funds will come from to pay these bills.

*Motion by C Davidson 2nd by M Lovell to pay all cost from the enterprise zone application from the water & sewer fund. Upon roll call vote all alderman present voted for the motion, (6)

The Martinsville Township has requested the City install a security light on a pole located on the curve in the alley behind 225 W Cumberland Street to allow the Township to install additional lighting in the City Cemetery. Council would like an idea of the cost involved to the City. This will be brought back up at a later date.

Council reviewed dates for 2020 council meetings and decided to change the date in June because of conflict with Fair Week and the November meeting because of Veterans Day and only having one meeting in December. This will be voted on in December.

The Gas Emergency Responder meeting presented by Martinsville, Marshall and Casey Gas Departments will be held this year on November 26th @ 6PM at Richard’s Farms. Any council members wanting to attend need to confirm reservation with Marlene by November 18th.

PUBLIC COMMENTS:

*Rob Reynolds wanted some clarification on the cannabis vote from earlier in the meeting.

*Teresa Connelly requested consideration for a street light at the Ferrell Street & Ridgel awn Road intersection which brought up request for others: dead end at East Monroe and dead end at West Monroe; somewhere in the block of Vine Street between York Street and Mill Street

*Still need to decide what to do about employee uniforms

*Need to look for replacement for City Collector in the next few months

*complaint of parking too close to Washington Street on the north side of Cumberland Street making it hard to see oncoming traffic. Might need to consider removing the yellow striped lines and making one additional parking place

*would like to see the stripes across from the Post Office on York Street repainted and slanted more so vehicles don’t stick out into traffic

*the wreaths that the City already has are being revamped to use this year for Christmas decorations on the light poles.still need to buy more decorations maybe when they go on sale

*a quote from Kirchner’s for carpet squares was given to council. This was just for the far east building.city hall committee needs to get together and look into options

*questioned sidewalk snow removal on the downtown sidewalks and placement of plowed snow on the north side of Cumberland Street

With no other public comments:

**Motion by J Skinner 2nd by C Davidson to adjourn the meeting @ 7:45PM. All council members present voted for the motion. (6)
