City of Martinsville City Council met September 11

City of Martinsville City Council met Sept. 11.

Here is the agenda provided by the council:

Roll call was answered by the following council members and elected officials: Chris Perry, Melinda Lovell, Troy Propst, John Skinner and Preston Rukes with Chris Davidson coming in late. Also in attendance were Mayor Herman Davidson, Clerk Marlene Wilhoit, Treasurer Teresa Connelly and attorney Richard Bernardoni. Employees and citizens in attendance are attached to the back of the minutes.

*Motion by M Lovell 2nd by J Skinner to approve minutes from 8-28-19 council meeting. Upon roll call vote all alderman present voted for the motion, (5)

*Motion by P Rukes 2nd by T Propst to approve the Treasurer’s report as presented. Upon roll call vote all alderman present voted for the motion, (5)

*Motion by T Propst 2nd by J Skinner to approve August 2019 bills payable September 2019 in the amount of $106,923.15.

Upon roll call vote all alderman present voted for the motion, (5)

*Tax levy ordinance was tabled until a later date.

*Motion by J Skinner 2nd by M Lovell to approve Ordinance # 2019-9-1 titled: “An Ordinance Concerning on call compensation for Gas Department”

Upon roll call vote all alderman present voted for the motion, (5)

@ 7:12PM C Davidson made a motion for a closed meeting to consider the appointment, employment, compensation, discipline, performance or dismissal of a specific employee with 2nd by P Rukes.

Upon roll call vote all alderman present voted for the motion, (6)

@ 8:05PM C Davidson made a motion to resume into regular meeting with 2nd by J Skinner. Upon roll call vote all alderman present voted for the motion, (5)

Interviews for job opening will be tabled until September 25th meeting

Council needs to consider paying for the water tower recordation out of city funds and possibly not using grant money for that part of the project. May cost around $6000. More information later..

PUBLIC COMMENTS:

*possibility of buying employee uniforms and doing away with uniform rental and cleaning service. *consider flooring in City Hall and facelift in council room in near future

*wheelchair ramp by Rowe Foundry needs looked at

*complaint again of semi’s on Washington Street

*signage at firehouse, waiting on signs

*positive report on 4H, harvest festival, car show, vendor

*what is the progress on “Welcome” signs

*consider working with Chamber and Martinsville on the Move for funding for Christmas decorations

*hand out on Marshall’s sidewalk ordinance for council to consider

*need to think about cannabis issue for city – IML suggest open meeting for public input

*School booster club to be painting the 4-Way for Homecoming

*Chamber of Commerce thinking about starting a Queen of Hearts fundraiser nothing finalized yet

With no other public comments:

**Motion by C Davidson 2nd by C Perry to adjourn the meeting @ 8:50PM. All council members present voted for the motion. (6)
